Town Council
Cary Prague
Mayor
Our 2007-2008 Annual Report reflects the work
of our town staff and countless volunteers who
make living in a community like South Windsor
possible. I became your Mayor in September
2008 after Matthew Streeter became the Town
Manager in Palmer, MA. We wish Matt all the
best in his new career and thank him for over 20
years of service to South Windsor.
Over the last ten years our Town Manager,
working with our past and present Town
Councils, Boards, and Commissions, has
presided over unprecedented economic
development such as Town Center, Evergreen
Walk, Aldi’s Distribution Center, ECHN Health
Care facilities, DST Output Technologies, many
over 55 housing properties, the Wentworth Park
office condominiums, and several assisted living
facilities.
We made much progress towards the work of
prior successful referendums which include:
• Purchased several new open space
properties including one half of the Foster
Farm property that abuts Avery Street. We
also accepted several parcels of open
space at the former Dzen Tree Farm
including the pond on Barber Hill Road,
home of the annual Super 60’s Sportsmen
Fishing Derby, a favorite among our
families.
• Completed Miller Road drainage and
Graham Road culvert projects and
completed design on the Felt Rd bridge
replacement over Farm Brook and the Main
Street bridge over Stoughton Brook. Also
made progress on Avery Street drainage
projects and road widening on Deming
Street.
• Made significant progress towards a future
referendum planned for November 2008 for
the planning, acquisition, and construction
of upgrades to the Water Pollution Control
Facility Treatment Plant and applications to
the Connecticut Clean Water Fund.
We also made progress on a variety of projects
throughout town including:
• Opened a new Bark Park for dogs at the
end of Chief Ryan’s way. On any day you
can see hundreds of dogs and their owners
enjoying the park. A special thanks to
Police Chief Gary Tyler and the Friends of
the Bark Park for their support.
• Completed new football, soccer, and
lacrosse fields at Rye Street Park. These
were funded by a grant from the State of
Connecticut, thanks to our state legislators
Senator Gary LeBeau and Representative
Bill Aman. We also look forward to working
with Representative Tim Larson who
represents the Pleasant Valley district.
Also, the football club, South Windsor
Panthers, raised money and installed a
beautiful new scoreboard at the park.
• Agreed to a matching funds grant of up to
