No doubt due to the worsening economy, the
South Windsor Planning & Zoning
Commission saw a substantial decline in the
volume of applications filed. There were some
significant approvals, however. A residential
subdivision was approved at the site of the
Dzen Tree Farm which includes a transfer of
prime open space to the Town, which will
provide residents many opportunities for
passive recreation.
Also, the Commission approved the Hillcrest
senior apartments near Gerber Scientific on
Kelly road in a continuing effort to meet the
housing needs of seniors. The development
provides a transitional use between the
Gerber commercial use and the single-family
uses nearby. As part of the approval, the
applicant corrected the icing hazard on Kelly
Road which had been previously created by
trees which had shaded the road from
sunlight.
The L.L. Bean plaza at Evergreen Walk and
the Aldi’s distribution center opened for
business after having been approved the year
before. The Aldi’s center has made a
substantial contribution to the tax base of
South Windsor and the L.L. Bean plaza has
been a great commercial success, breaking all
records for sales in the opening weekend of
an L.L. Bean store. Rockville Bank Park,
which was included in the development, has
also hosted many successful events, most
notably the Recreation Department’s Summer
Concert series.
As always, the Commission has striven to
handle applications as efficiently as possible
so as to avoid unnecessary cost and delay to
applicants which come before the
Commission.
