<strong>in</strong>terventionist state and <strong>in</strong>centives to the private sector.<br />

The discussion exposed the press<strong>in</strong>g need for the region to build on its<br />

successes <strong>in</strong> attract<strong>in</strong>g FDI by <strong>in</strong>creas<strong>in</strong>g the managerial skills of policy-<br />

makers. The requirement for greater transparency <strong>in</strong> legal frameworks, so<br />

as to permit consistent <strong>in</strong>terpretation across sovereign territory, was<br />

emphasised as be<strong>in</strong>g a key determ<strong>in</strong>ant of success <strong>in</strong> <strong>in</strong>vestor aftercare<br />

services provided by IPAs. Trade-policy l<strong>in</strong>kages were underscored with<br />

respect to strategies to attract efficiency-seek<strong>in</strong>g FDI (i.e. export-oriented<br />

FDI). A persistent dilemma highlighted was balanc<strong>in</strong>g the <strong>in</strong>terests of<br />

‘<strong>in</strong>siders’ want<strong>in</strong>g ‘protection’ from further competition, and the need for<br />

<strong>in</strong>creas<strong>in</strong>g resource allocation efficiency by allow<strong>in</strong>g greater competition.<br />

On the one hand, some countries <strong>in</strong> the region are reap<strong>in</strong>g the benefits of<br />

rapidly mov<strong>in</strong>g towards fourth generation <strong>in</strong>vestment policies, by reduc<strong>in</strong>g<br />

the legislative differences between domestic and foreign companies and<br />

creat<strong>in</strong>g IPAs for domestic <strong>in</strong>dustry. On the other hand, some countries are<br />

grappl<strong>in</strong>g with the impact of the electoral cycle on the bus<strong>in</strong>ess cycle which<br />

tended, <strong>in</strong> some cases, to thwart the transition of policy advice <strong>in</strong>to law.<br />

F<strong>in</strong>ally, the regional division of labour -- a function of differentiated stages of<br />

development -- implies an <strong>in</strong>tensification of regional co-operation at the level<br />

of <strong>in</strong>ter-m<strong>in</strong>isterial co-ord<strong>in</strong>ation, <strong>in</strong> sett<strong>in</strong>g the stage for negotiat<strong>in</strong>g major<br />

FDI projects <strong>in</strong>to the region. This is despite the temptation (and dangers) of<br />

a zero-sum competitive game. Such regional <strong>in</strong>tegration <strong>in</strong>itiatives as<br />

ASEAN+3, AFTA and AIA provide opportunities for such co-ord<strong>in</strong>ation.<br />

Second presentation summary<br />

Axèle Giroud illustrated that the shift towards spatial distribution of<br />

production, across countries and regions, poses new challenges for policy-<br />
