<strong>Southeast</strong> <strong>Asia</strong> as an <strong>in</strong>tegrated market and workable manifestation of AFTA.<br />

This regionalism calls for greater and more rapid harmonisation and co-<br />

ord<strong>in</strong>ation of policy <strong>in</strong>struments (especially those directly related to<br />

<strong>in</strong>centives) as a function of the diversity and different stages of <strong>in</strong>dustrial<br />

development across the region. The wider regional issues, related to the<br />

‘ASEAN+3’ <strong>in</strong>itiative, and which concern policy harmonisation between<br />

ASEAN and Ch<strong>in</strong>a, encapsulate strategic FDI and trade policy with respect to<br />

both Ch<strong>in</strong>a’s <strong>in</strong>flows and outflows of FDI.<br />

Second presentation summary<br />

The complex dynamics of competition and/or complementarity <strong>in</strong> ASEAN–<br />

Ch<strong>in</strong>a FDI relations were highlighted by Hafiz Mirza, not<strong>in</strong>g that at national<br />

and corporate levels pert<strong>in</strong>ent questions -- such as which economies are<br />

compet<strong>in</strong>g and which are complementary -- need ask<strong>in</strong>g. Answers, <strong>in</strong><br />

relation to policy objectives and policy <strong>in</strong>struments, would def<strong>in</strong>e the<br />

effectiveness of <strong>in</strong>vestment policies.<br />

It is crucial for <strong>in</strong>vestment policy to recognise that competition for FDI is<br />

<strong>in</strong>tra-regional, whereas complementarity <strong>in</strong> FDI is <strong>in</strong>ter- (and <strong>in</strong>tra-) MNEs.<br />

This reality, which reflects the <strong>in</strong>tegrated global factory concept, carries<br />

profound implications for policy craft. Whereas the ‘footpr<strong>in</strong>t’ of MNEs across<br />

<strong>Asia</strong> is a function of the <strong>in</strong>ternational location and relocation of production;<br />

the <strong>in</strong>tegrated global factory is def<strong>in</strong>ed by the corporate management of<br />

GVCs. Also, whereas FDI to <strong>Asia</strong> is <strong>in</strong>ter-regional (e.g. EU to <strong>Asia</strong>); ASEAN<br />

FDI is characterised by a high degree of <strong>in</strong>tra-ASEAN focus. Reflect<strong>in</strong>g the<br />

dynamics of SDPNs enunciated <strong>in</strong> an earlier presentation, MNEs are pursu<strong>in</strong>g<br />

new ‘deverticalised’ global strategies which emphasise flexible manufactur<strong>in</strong>g<br />

services and regional manufactur<strong>in</strong>g platforms. Enabled by ICT, this pattern<br />

is exemplified by relocations of Japanese manufactur<strong>in</strong>g FDI with shifts from<br />

relatively high cost locations to localities with competitive productivity<br />

adjusted cost of labour.<br />
