FDI lens. Consequently, some IPAs have been relatively slow <strong>in</strong> formulat<strong>in</strong>g<br />

policies to <strong>in</strong>crease the scale and quality l<strong>in</strong>ks of such cha<strong>in</strong>s, situated with<strong>in</strong><br />

their sovereign borders.<br />

As asset-based FDI is <strong>in</strong>creas<strong>in</strong>gly redistributed across OECD countries, and<br />

relationship-based foreign <strong>in</strong>volvement (FDI, FPI and, more frequently,<br />

<strong>in</strong>ternational contract<strong>in</strong>g) is redistributed across emerg<strong>in</strong>g markets, IPAs<br />

need to reassess the validity of their policy <strong>in</strong>struments. IPAs also need to<br />

re-evaluate the analytical basis of their policy research. The significant<br />

variables that determ<strong>in</strong>e vigorous FDI, and other <strong>in</strong>vestment activity, are<br />

<strong>in</strong>creas<strong>in</strong>gly less economic, and more social capital <strong>in</strong> their properties. This<br />

calls for greater attention to the correlation between quantitative and<br />

qualitative, as well as economic and non-economic variables.<br />

The <strong>in</strong>creas<strong>in</strong>gly blurred l<strong>in</strong>e between foreign portfolio <strong>in</strong>vestment and FDI<br />

activity has received relatively little attention, to date. There would be merit<br />

<strong>in</strong> exam<strong>in</strong><strong>in</strong>g this important nexus <strong>in</strong> greater detail, to better understand the<br />

<strong>in</strong>terplay between the two, and the role that capital and equity markets can<br />

play <strong>in</strong> FDI promotion and support. In this context, the role of private equity<br />

<strong>in</strong>vestors also merits attention, to identify ways <strong>in</strong> which this important<br />

source of <strong>in</strong>vestment can be encouraged and its benefits maximised.<br />

The <strong>in</strong>creas<strong>in</strong>g role played by <strong>in</strong>ternational SMEs <strong>in</strong> FDI activity, both as<br />

<strong>in</strong>digenous participants l<strong>in</strong>ked <strong>in</strong>to the ‘<strong>in</strong>tegrated global factory’, and as<br />

foreign <strong>in</strong>vestors <strong>in</strong> their own right, merits closer attention and research.<br />

While much of the attention towards FDI activity had traditionally focused on<br />

large MNEs, the activities and needs of SMEs are far less well understood and<br />

would be a policy-pert<strong>in</strong>ent object of empirical study. Also useful would a<br />

study to exam<strong>in</strong>e <strong>in</strong>stitutions and <strong>in</strong>struments that might be <strong>in</strong>troduced to<br />

better harness remittances for <strong>in</strong>vestment <strong>in</strong> productive assets.<br />
