particular. Among all states, Puducherry is ranked first<br />
in the case of Primary (<strong>EDI</strong>, 0.799) and third in the case<br />
of Upper Primary (<strong>EDI</strong>, 0.816) level of education. Not<br />
of 0.816 followed by Chandigarh (<strong>EDI</strong>, 0.795) and<br />
Daman and Diu (<strong>EDI</strong>, 0.789). With an <strong>EDI</strong> value of<br />
0.723, Dadra and Nagar Haveli is ranked seventh within<br />
the seven smaller states.<br />

only that it could improve its position in composite<br />
Primary and Upper Primary index but it has also<br />
advanced from second (<strong>EDI</strong>, 0.761) position in 2006-07<br />
to first (<strong>EDI</strong>, 0.799) position with regard to Primary level<br />
of education. Irrespective of its educational level,<br />
Puducherry is ranked first among the smaller set of states<br />
but it is not true in the case of all the four individual sets<br />
of indicators used in computing the <strong>EDI</strong>, both at the<br />
Primary and Upper Primary levels of education. The<br />
second among these states is Lakshadweep with an <strong>EDI</strong><br />
of 0.756 at Primary and 0.788 in composite Primary and<br />
Upper Primary level of education. In case of Upper<br />
Primary level, Puducherry is ranked second with an <strong>EDI</strong><br />
It may be of interest to note that Chandigarh’s<br />
overall ranking is 6 th (<strong>EDI</strong> 0.730) at the Primary and 4 th<br />
(<strong>EDI</strong> 0.795) at Upper Primary level of education. The other<br />
smaller state doing better in overall all-India ranking is<br />
Lakshadweep, which has only 37 schools under its<br />
administration. It stands third at Primary level (<strong>EDI</strong>, 0.756)<br />
and second (<strong>EDI</strong>, 0.821) at Upper Primary level of<br />
education. Except teachers index, it has outperformed<br />
other states in all other sets of indices. Irrespective of the<br />
states, the <strong>EDI</strong> value at Upper Primary level of education<br />
is much higher than at the Primary level of education<br />
that is quite similar to the states in the north-eastern<br />
