it is ranked fifth (<strong>EDI</strong>, 0.808) at Primary and seventh<br />
(<strong>EDI</strong>, 0.819) at Upper Primary level, compared to its<br />
overall third rank (<strong>EDI</strong>, 0.771). It may be observed that<br />
infrastructure index in Bihar is as low as 0.233 at Primary<br />

0.386) in this aspect. Punjab with an overall rank of<br />
eighth (composite Primary and Upper Primary) is placed<br />
first (<strong>EDI</strong>, 0.917) at Primary level and third at Upper<br />
Primary level (<strong>EDI</strong>, 0.917) with regard to infrastructure<br />
index. By and large, Tamil Nadu could also maintain its<br />
clearly reveals that schools in the state are not better<br />
placed. This is also true for a few other states, such as<br />
Assam, Jharkhand, West Bengal and Jammu and<br />
Kashmir. It may be recalled that Jammu and Kashmir<br />
which is ranked second in the case of Access index at<br />
Primary level is ranked 17 th in the case of infrastructure<br />
