the percentage of access-less habitations has been<br />

corrected with reference to new schools opened since<br />

2002-03. In addition, the ratio of Primary to Upper<br />

Primary schools/sections has also been used as an<br />

indicator of access at the Upper Primary level of<br />

education to assess the availability of Upper Primary<br />

schooling facilities which, like other indicators, is<br />

computed based on the <strong>DISE</strong> data.<br />

The next set of indicators<br />

analysed is infrastructure<br />

indicators. The highest <strong>EDI</strong> value<br />

at Primary level is observed in the<br />

Andaman and Nicobar Islands<br />

(<strong>EDI</strong>, 0.888) and lowest (<strong>EDI</strong>,<br />

0.607) in the case of Dadra and<br />

Nagar Haveli. The Andaman and<br />

Nicobar Islands attained fifth<br />

position among 35 States/UTs in<br />

this respect and Dadra and Nagar<br />

Haveli, 25th. Puducherry’s overall<br />

position in infrastructure index at<br />

Upper Primary level is fourth with<br />

an <strong>EDI</strong> value of 0.890 compared<br />

to 0.880 (sixth rank) at Primary level. Except Dadra & Nagar<br />

Haveli (<strong>EDI</strong>, 0.607 and rank 25), other six smaller states<br />

ranked high and are within the first 17 amongst all the 35<br />

states. It may be recalled that Dadra and Nagar Haveli is<br />

among the lowest ranked states having an overall rank of<br />

23 rd at Primary level (<strong>EDI</strong>, 0.588). However, it has improved<br />

its position at Upper Primary level from 24 th (<strong>EDI</strong>, 0.568)<br />

in 2006-07 to eighth (<strong>EDI</strong>, 0.723) in 2007-08. Further, it<br />

has also been observed that at these levels, the <strong>EDI</strong> values<br />

of infrastructure indicators rather than access indicators<br />

are much higher except in Dadra and Nagar Haveli. This is<br />

similar to the situation in 2006-07.<br />

Primary and Upper Primary Levels: All Schools & All Managements<br />

The <strong>EDI</strong> also suggests that Upper<br />

Primary schools/sections are<br />

better placed with regard to<br />

infrastructure than in Primary<br />

schools/sections. This is quite<br />

similar to the states (barring a few<br />

states) in the north-eastern region.<br />

It is good to have better<br />

infrastructure in Upper Primary<br />

schools but it is equally important<br />

to provide better infrastructure<br />

also in all Primary schools for<br />

which provisions made under the<br />

SSA can be best utilised.<br />

The next set of indicators that have been analysed<br />

is indicators concerning teachers among which pupilteacher<br />

ratio and percentage of single-teacher schools<br />

<strong>EDI</strong> & Rank <strong>EDI</strong> & Rank Composite <strong>EDI</strong> & Rank<br />

similar positions are observed at Upper Primary level<br />

wherein the position of Dadra and Nagar Haveli is 23 rd<br />

and the rest of the six states are ranked among the first 14<br />

are the most prominent ones. In a good number of<br />

smaller states, the <strong>EDI</strong> values for teacher’s indicators<br />

are higher than for access and infrastructure indicators.<br />

It may be recalled that smaller states as well as states<br />
