Primary and 0.687 (rank 13) at Upper primary level.<br />
Despite Kerala doing well in other sets of indicators, the<br />
state is not well placed with regard to access indicators.<br />
May be the state has achieved the goal of universal<br />
access and does not need more schools to open. Access<br />
index of Tamil Nadu is also low (<strong>EDI</strong>, 0.505 and 0.605)<br />
first at Upper Primary level. Further, it has been observed<br />
that like other groups of states, namely, north-eastern<br />
and smaller states, the <strong>EDI</strong> values of major states in<br />
access indicators is far below than that of the other sets<br />
of indicators which is by and large true for both Primary<br />
as well as Upper Primary levels of education.<br />

indices in the case of Assam with regard to access<br />
indicators is as high as 0.701 at Primary level but the<br />
same is as low as 0.607 at Upper Primary level where it<br />
is ranked 17th. Gujarat with an <strong>EDI</strong> of 0.820 is ranked<br />
So far as infrastructure indicators are concerned,<br />
none of the first three ranked states could maintain their<br />
respective positions. Delhi is ranked second in composite<br />
Primary and Upper Primary index and first in the case of<br />
Primary level. Delhi is ranked second (<strong>EDI</strong>, 0.909) at<br />
Primary and fourth at Upper Primary level (<strong>EDI</strong>, 0.871)<br />
