Nadu maintained their first, second and third positions<br />
but Himachal Pradesh conceded its fourth position (<strong>EDI</strong>,<br />
0.695) to Haryana (<strong>EDI</strong>, 0.755). Karnataka has also<br />
moved to sixth position from the fifth position in 2006-<br />
07. However, Karnataka’s <strong>EDI</strong> value (0.743) in 2007-08<br />
its fourth position to Haryana. The <strong>EDI</strong> at Primary level<br />
in the case of Kerala is slightly lower in 2007-08 (0.741)<br />
than the same in 2006-07 (0.756). Kerala and Tamil<br />
Nadu are seen as educationally advanced states and are<br />
respectively placed at first (<strong>EDI</strong>, 0.842) and third (<strong>EDI</strong>,<br />

The first three ranked states maintained their rankings<br />
both in case of Primary and Upper Primary levels of<br />
education but swapped each other within the first three<br />
positions. Delhi with an <strong>EDI</strong> value of 0.767 is ranked<br />
second at Primary level which is similar to its position in<br />
2006-07. However, Kerala at Primary level conceded its<br />
second position to Tamil Nadu, and Himachal Pradesh<br />
0.790) at Upper Primary level of education. As<br />
mentioned above, no major difference is observed in<br />
composite <strong>EDI</strong> of the first three states. However,<br />
irrespective of an educational level, the difference in<br />
<strong>EDI</strong> values between the highest and lowest ranked states<br />
is significant, showing that states are at different levels<br />
of educational development but the <strong>EDI</strong> values show<br />
that they have improved over the pervious year. This is<br />
