Sixty four percent (64%) <strong>of</strong> <strong>the</strong> reports received <strong>in</strong>dicated that <strong>the</strong> victim had<br />
a major medical problem. In determ<strong>in</strong><strong>in</strong>g major medical problems, arthritis,<br />
diabetes and high blood pressure, as <strong>the</strong> sole health problem, were not<br />
counted due to <strong>the</strong>ir range <strong>in</strong> severity. However, <strong>in</strong> comb<strong>in</strong>ation with o<strong>the</strong>r<br />
factors (e.g. diabetes with amputation), <strong>the</strong>y were counted as major medical<br />
problems. In addition, a diagnosis <strong>of</strong> Alzheimer’s was counted as a major<br />
medical problem due to its prognosis. Severe mental illness and mental<br />
retardation were also counted.<br />

Some reports did not <strong>in</strong>dicate <strong>the</strong> health status <strong>of</strong> <strong>the</strong> victim (<strong>in</strong>clud<strong>in</strong>g a few<br />
dependent adult cases where <strong>the</strong> victim is assumed to have a disability).<br />
Therefore, it is possible that <strong>the</strong> 64% figure under-reports <strong>the</strong> number <strong>of</strong><br />
victims hav<strong>in</strong>g major medical problems.<br />
