This is is typical for a well-established village like Brinsley. A consequence of this is that many own their own home outright. This also means that the supply of older properties into the housing chain is limited, meaning that new family homes are very popular. Although lacking a dominant centre, Brinsley is also well-served by shops and community facilities, with nearby Eastwood providing the main supermarket needs. The area also has plenty of recreational facilities and has good access to the countryside. Economic The pub is no longer economic in an area that is well-served by pubs, especially those with much larger capacities for diners and car parking. This has been exacerbated by the recession and rising costs. Therefore the proposal to redevelop the site does not of itself result in the closure of the business and the loss of the associated jobs. The new development will support local jobs during the construction phase. New residents will have good access to local employment areas, which have significantly improved in their variety over the last 20 years, following the decline of the once dominant coal industry in the area. Section 38 (6) of the Planning and Compensation Act 2004 Act states: "If regard is to be had to the development plan for the purpose of any determination to be made under the Planning Acts the determination must be made in accordance with the plan unless material considerations indicate otherwise”. The ‘development plan’ for this site is the East Midlands Regional Plan 2009 and the Broxtowe Local Plan 2004 (though in respect of saved policies only for the latter). The Local Plan is due to be replaced by the Local Development Framework (LDF). However, the principal document of the LDF – the Core Strategy – has not yet advanced to a stage where emerging policies can be given more weight than saved local plan policies. This document has therefore had regard to relevant saved policies only. These are, by virtue of having been saved, comply with more recent national policy documents and the Regional Plan. In addition, the proposal is only of local importance. Policy reference has therefore been mainly confined to saved Local Plan policies.
