includerea de efecte de mediu asupra mezonilor pi şi<br />
nucleonilor sunt luate în considerare. Efectele de<br />
mediu asupra rezonanţelor nucleonice cu mase de<br />
pana în 2 GeV pot fi studiate, imediat ce proprietăţile<br />
mezonilor rho, omega, pi şi eta sunt determinate. Apoi,<br />
folosind un model semi-clasic de transport (Quantum<br />
Molecular Dynamics -QMD) ciocnirile de ioni grei sunt<br />
simulate. Secţiunile eficace nucleon-nucleon în<br />
mediu, ratele de producere a rezonanţelor şi<br />
mezonilor sunt ingrediente vitale pentru o descriere<br />
realistă. Rezultatele obţinute anterior referitoare la<br />
proprietăţile hadronilor în mediu, împreună cu modelul<br />
de transport QMD reprezintă bazele pentru simularea<br />
cu succes a emisiei de dileptoni în cionirile de ioni<br />
grei. Predicţiile teoretice vor fi comparate cu date<br />
experimentale obţinute de colaborările DLS<br />
(BEVALAC) şi HADES(GSI).<br />
Impactul aşteptat al rezultatelor proiectului<br />
asupra comunităţii ştiinţifice şi asupra<br />
societăţii în ansamblu<br />
Proiectul de faţă este o continuare a activităţii de<br />
cercetare desfăşurată pe parcursul celor doi ani postdoctorali<br />
la Universitatea Tuebingen. Rezultatele previzibile<br />
a fi obţinute se vor adăuga efortului comunităţii<br />
ştiinţifice la nivel internaţional pentru înţelegerea şi<br />
punerea în evidenţă a restaurării simetriei chirale a<br />
stării de vid a cromodinamicii cuantice. Acest lucru va<br />
putea fi evidenţiat prin studierea proprietăţilor<br />
mezonilor vectoriali în mediu nuclear dens. Datorită<br />
faptului că tema propusă este modernă şi de un<br />
interes aparte pentru comunitatea ştiinţifică rezultatele<br />
propuse spre a fi obţinute vor intra în competiţie directă<br />
cu modele deja existente sau aflate în curs de ela -<br />
borare de către alte grupe de cercetare din lume. L a<br />
nivel naţional, tema de cercetare abordată este, după<br />
cunoştiinţele autorului, de noutate absolută.<br />
Sugestii pentru CNCSIS privind derularea<br />
programelor de resurse umane<br />
Referitor la forma actuală a modulului de<br />
"Resurse Umane" aş avea câteva observaţii de făcut,<br />
care dacă sunt adoptate vor putea duce la eficientizarea<br />
utilizării resurselor financiare disponibile<br />
cercetării ştiinţifice. Am observat că la anumite tipuri<br />
de proiecte se specifică explicit că regia pe care o<br />
instiuţie de cercetare/educaţie o poate percepe este<br />
de maxim 20% (de ex. la idei complexe). Cred că ar fi<br />
benefică adoptarea unei astfel de strategii şi în cadrul<br />
tuturor tipurilor de proiecte prezente la modulul<br />
"Resurse umane". Făcând o astfel de menţiune explicită<br />
(o regie de 20-25% este suficientă pentru<br />
acoperirea cheltuielilor de energie electrică, încălzire<br />
şi administrare) instituţiile nu mai pot impune o va loare<br />

effects on the properties of nucleonic resonances<br />
with invariant mass below 2 GeV can be studied<br />
once the behavior of the rho,omega aswell as pi<br />
and eta mesons in hadronic matter is properly known.<br />
Using the semiclassical transport model dubbed<br />
Quantum Molecular Dynamics (QMD) heavy-ion collisions<br />
are simulated. In-medium nucleon-nucleon<br />
cross-sections, resonance and mesons production<br />
rates are vital ingredients for a proper description.<br />
Results on in-medium effects on hadrons together with<br />
the QMD transport model form the backbone for simulations<br />
of dilepton spectrum in heavy-ion collision.<br />
Theoretical predictions will be compared with<br />
experimetal results obtained by the DLS(BEVALAC)<br />
and HADES(GSI) collaboration with the aim of extraction<br />
of new information concerning hadron properties<br />
in-medium.<br />
The expected impact of the results of the<br />
project on the scientific community<br />
and on society<br />
The present project is a follow up of the research<br />
efforts during the two-year postdoc position held at<br />
Tuebingen University. At an international level it aims<br />
at contributing to the efforts of understanding and evidencing<br />
the mechanism of the supposed chiral symmetry<br />
restoration of Quantum Chromodynamics<br />
(QCD) vacuum in dense hadronic matter by studying<br />
the changes of properties of vector mesons due to collisions<br />
under such extreme conditions. The topic of<br />
research is currently of special interest for the international<br />
scientific community and therefore the foreseeable<br />
results will be in direct competition with result<br />
obtained or to be obtained by other research groups<br />
worldwide. At a national level, this topic of research is,<br />
to the best of the author’s knowledge, of absolute no -<br />
velty.<br />
Suggestions for CNCSIS regarding the<br />
Human Resources programs<br />
I do have a few suggestions to make regarding the<br />
current Human Resources program. The first one<br />
resides in the taxes one owes to the local institute/university.<br />
I have noticed that other programs have adopted<br />
an upper limit for these taxes, namely 20% (complex<br />
ideas, etc). By mentioning explicitely such an<br />
upper limit (20-25% is enough to cover electricity,<br />
heating and administrative costs), institutes cannot<br />
claim an arbitrarily high value any longer (from the<br />
very beginning already) and bypass existing regulations<br />
by coming up with several types of such taxes<br />
(as is the case of NIPNE). This sort of measure makes<br />
sure that a higher fraction of the total project’s budget<br />
goes directly into research activies and reduces the<br />
