microcircuitelor corticale, elementul constructiv de
bază al neocortexului uman. Proiectul este multinivel,
de la studiul mecanismelor celulare (integrare, rezonanţă)
până la nivelul dinamicii circuitelor. De asemenea,
abordarea este atât teoretică cât şi experimentala,
proiectul fiind complementat de studii EEG, psihofizică
şi chiar înregistrări directe din neocortex, cu
tehnici multielectrod. Ca dovadă a excelenţei acestor
proiecte, în colaborare directă cu Institutul Max
Planck, am primit recent titlul de Max Planck Partner
Group, prin care Societatea Max Planck din
Germania se oferă să sprijine explicit colaborarea
dintre grupurile de cercetare implicate. Rezultatele
proiectului urmează a fi diseminate în reviste internaţionale
cotate ISI, participarea la conferinţe importante
şi de asemenea prin prezentări şi workshopuri.
Descoperirile rezultate vor avea probabil un impact
social ridicat, deoarece ar putea contribui la o mai
bună înţelegere a comportamentului uman, şi de
asemenea la tratarea unor boli neurologice.
Sugestii pentru CNCSIS privind derularea
programelor de resurse umane
Cercetătorii care doresc să revină în ţară ar trebui
informaţi mult mai bine cu privire la dificultăţile pe
care le vor întâmpina. Modalitatea de finanţare şi desfăşurare
a proiectelor trebuie explicitată, pentru a
evita surprizele pe care le-am avut noi, nefiind informaţi
în prealabil.
Multe domenii interdisciplinare şi importante,
care lipsesc din grila domeniilor comisiilor de evaluare,
ar trebui introduse. De exemplu, neuroştiinţele,
domeniu în care lucreaza aproximativ 13% din cercetătorii
postdoctorali din SUA, lipsesc din lista
domeniilor în care UEFISCSU încadrează proiectele.
Renuntarea la avizarea internă şi simplificarea
documentelor de contractare şi decont. Avizarea
internă este o formalitate birocratică pe care nu am
întâlnit-o nicăieri în lume. Obiectivitatea unor colegi
din aceeaşi instituţie este discutabilă şi în plus, cercetarea
nu presupune lucrări similare execuţiei de
drumuri şi poduri, care se pot aviza odata la 6 luni.
Cercetarea se evaluează de comisii obiective, la terminarea
proiectului, pe baza unor criterii ştiinţifice de
performanţă foarte clare. Mai mult, deconturile trebuie
în viitor înlocuite cu finanţarea intregrala în avans.
Pentru moment, se poate cel puţin reduce volumul de
documente necesare decontării.
Concluzii
Revenirea mea in tara a fost, cred eu, un succes.
In pofida dificultatilor foarte mari pe care le-am
intampinat, nu regret deloc decizia luata si sunt optimist
cu privire la viitor. Pana la urma, depinde de
fiecare dintre noi ca sistemul actual sa fie schimbat si
imbunatatit si consider ca un cercetator trebuie sa
dispuna de mult curaj, de perseverenta, si in primul
rand de dorinta de a construi.

evolving on multiple levels, from the study of cellular
mechanisms (integration, resonance) up to the level
of circuitry dynamics. In addition, the approach is both
theoretical and experimental, the project being complemented
by EEG studies, psychophysics, and even
multi-electrode recordings directly from the neocortex.
As a token of the excellence of these projects I
have received for the collaboration with the Max
Planck Institute, a Max Planck Partner Group grant,
through which, the Max Planck Society officially offers
its support to the collaboration between the involved
research labs. The results of the project will be disseminated
in ISI-rated journals, through the participation
in important international conferences and
through workshops and presentations. The social
impact is likely to be high as these discoveries might
help us better understand who we are, and could
have important implications for the treatment of neurological
disease.
Suggestions for CNCSIS regarding the
Human Resources programs
Researchers who desire to return home should
be better informed about the difficulties that they will
have to face upon return. The financing procedure
and the project stages have to be explicitly conveyed
to them, such that the surprises that we had, by not
being informed, would hopefully be avoided.
Many important interdisciplinary fields are completely
missing from the list of the evaluation comitees.
These should be introduced. For example,
Neuroscience, a research field in which approximately
13% of post-doctoral researchers in US activate,
are completely missing from the scheme into which
UEFISCSU classifies the projects.
Giving up the internal evaluation and sim-plifying
the contracting and payment documents. The internal
evaluation is a mere bureaucratic formality which I
have never found anywhere in the world. The objectivity
of some colleagues from the same institution is
discussable and, in addition, research is not a field
that would allow for the evaluation on a six months
basis, such as the building of roads or bridges.
Research is evaluated by objective comitees, at the
end of the project, on the basis of some clear performance
criteria. Moreover, the partial and scheduled
payment should be replaced in the future with
advanced and integral funding. For the moment, at
least the amount of required documents for the intermediate
payment should be reduced.
Conclusion
My return home has been, I believe, a success.
Regardless of the great difficulties that I have encountered,
I do not regret the decision I took, and I am
optimistic about the future. In the end, it depends on
all of us that the current system is changed and
improved, and I believe that a researcher must show
courage, perseverance, and most of all the desire to
build.
