a face cercetare fără să mai privească cu teamă
cutia poştală pentru a vedea dacă au venit facturile
curente.
Concluzii
Părerea mea este că CNCSIS are la dispoziţie o
cantitate suficientă de bani pentru aceste proiecte,
bani din care se poate realiza o bună finanţare a
cercetării româneşti.
Ceea ce este în plus este birocraţia excesivă şi
care nu e neapărat generată de CNCSIS, este a
întregului sistem românesc. Se spune că nu există o
legislaţie specifică şi toate aceste contracte se
derulează ca orice contract public finanţat de ministerul
de finanţe, adică de exemplu construcţia de drumuri
(schimbat borduri).
Ceea ce nu se observă în acest tip de argument
este faptul că activitatea noastră de cercetare produce
vizibilitate internaţională şi nu neapărat profit
imediat pentru cei ce realizează proiectul. Aceasta
este diferenţa fundamentală între cele două tipuri de
contracte publice.
Concluzie finală şi aviz amatorilor de reîntoarcere
în România:
1. bani există pentru cercetare,
2. avem birocraţie multă şi inutilă
3. să aveţi nervii tari (pe mine încep să mă lase)

in two chapters: salary expenses (maximum
salary x the number of months / stage) and the rest of
the expenses, the former chapter would be funded in
a way which permits the payment of salaries in due
time, i.e. monthly, and the latter chapter can be kept in
its present format (30% + 70%), this way, the freshly
returned researcher will have the necessary peace of
mind for undertaking research without having the need
to look with fear at his/her mail box, expecting to see
if the every day invoices have arrived.
Conclusion
My opinion is that CNCSIS has enough money for
these projects, money which can be used for the well
funding of Romanian research.
What should be done away is excessive red tape,
not necessarily originating in CNCSIS but a general
characteristic of the entire Romanian system. The
rumour goes that there is no specific legislation and all
these contracts are deployed like any other public
contract funded by the Finance Ministry, as for
instance road constructions.
What fails to be observed is that following this line
of thought, people don’t realize that our research may
lead to international visibility and not necessarily
immediate profit. This is the fundamental difference
between the two types of public contracts.
My final conclusion and advice for those who want
to return to Romania:
1. there is money for research
2. there is a lot of futile red tape
3. you need a lot of patience (I myself have
started to get tired).
