The project will develop recommendati<strong>on</strong>s <strong>and</strong> a strategy to foster a culture <strong>of</strong> innovati<strong>on</strong> in the<br />

public sector. It will look at:<br />

encouraging ‘bottom-up’ innovati<strong>on</strong><br />

using new technologies <strong>and</strong> platforms to increase collaborati<strong>on</strong> <strong>and</strong> to facilitate, disseminate<br />

<strong>and</strong> promote innovative practices<br />

identifying <strong>and</strong> addressing barriers to public sector innovati<strong>on</strong><br />

using innovative mechanisms such as pilots <strong>and</strong> trials<br />

drawing <strong>on</strong> external expertise <strong>and</strong> ideas from citizens <strong>and</strong> stakeholders<br />

using the above measures to improve service delivery.<br />

This project <strong>and</strong> the <strong>Government</strong> <strong>2.0</strong> taskforce’s work are complementary <strong>and</strong> the teams<br />

undertaking the two exercises c<strong>on</strong>sulted <strong>with</strong> each other.<br />

2.2.1.4 APSC protocols <strong>on</strong> <strong>on</strong>line media participati<strong>on</strong><br />

Some public sector taskforce members expressed reservati<strong>on</strong>s about engaging <strong>on</strong>line given the<br />

APSC’s previous guidelines <strong>on</strong> <strong>on</strong>line engagement, <strong>and</strong> the taskforce was very pleased to see the<br />

APSC’s new Guidelines. (See Box 1).<br />

The APSC has c<strong>on</strong>sulted widely, including <strong>with</strong> the taskforce, <strong>on</strong> the development <strong>of</strong> these<br />

guidelines, 65 <strong>with</strong> a focus <strong>on</strong> encouraging public servants to grasp the opportunities that social<br />

media provide whilst staying true to APS values <strong>and</strong> code <strong>of</strong> c<strong>on</strong>duct. The guidelines recognise<br />

the opportunities that Web <strong>2.0</strong> provides for public servants to open up government decisi<strong>on</strong><br />

making to c<strong>on</strong>tributi<strong>on</strong>s from the community.<br />

Box 1: New APSC guidelines for <strong>on</strong>line engagement by public servants<br />

Web <strong>2.0</strong> provides public servants <strong>with</strong> unprecedented opportunities to open up government decisi<strong>on</strong><br />

making <strong>and</strong> implementati<strong>on</strong> to c<strong>on</strong>tributi<strong>on</strong>s from the community. In a pr<strong>of</strong>essi<strong>on</strong>al <strong>and</strong> respectful<br />

manner, APS employees should engage in robust policy c<strong>on</strong>versati<strong>on</strong>s.<br />

Equally, as citizens, APS employees should also embrace the opportunity to add to the mix <strong>of</strong> opini<strong>on</strong>s<br />

c<strong>on</strong>tributing to sound, sustainable policies <strong>and</strong> service delivery approaches. Employees should also<br />

c<strong>on</strong>sider carefully whether they should identify themselves as either an APS employee or an employee<br />

<strong>of</strong> their agency.<br />

There are some ground rules. The APS values <strong>and</strong> code <strong>of</strong> c<strong>on</strong>duct, including Public Service Regulati<strong>on</strong><br />

2.1, apply to working <strong>with</strong> <strong>on</strong>line media in the same way as when participating in any other public<br />

forum. The requirements include:<br />

being apolitical, impartial <strong>and</strong> pr<strong>of</strong>essi<strong>on</strong>al<br />

●●<br />

behaving <strong>with</strong> respect <strong>and</strong> courtesy, <strong>and</strong> <strong>with</strong>out harassment<br />

●●<br />

dealing appropriately <strong>with</strong> informati<strong>on</strong>, recognising that some informati<strong>on</strong> needs to remain c<strong>on</strong>fidential<br />

●●<br />

delivering services fairly, effectively, impartially <strong>and</strong> courteously to the Australian public<br />

●●<br />

being sensitive to the diversity <strong>of</strong> the Australian public<br />

●●<br />

taking reas<strong>on</strong>able steps to avoid c<strong>on</strong>flicts <strong>of</strong> interest<br />

●●<br />

making proper use <strong>of</strong> Comm<strong>on</strong>wealth resources<br />

●●<br />

upholding the APS values <strong>and</strong> the integrity <strong>and</strong> good reputati<strong>on</strong> <strong>of</strong> the APS.<br />
