school department phones without the use of outside lines.
This also provided direct dialing for citizens to better
communicate with town staff and teachers. Looking ahead,
we envision technology giving us the ability to
communicate town and school business in multiple
platforms, which will increase efficiency and provide faster
response time.
The use of technology in education has moved ahead at a
rapid pace. Scarborough has always been well positioned to
take advantage of educational technology through the
efforts of the Technology Advisory Committee and the
support of parents and citizens. Going forward technology
will play a vital role in how we deliver education and the

The Finance Department is
responsible for managing and
reporting the financial
business of the Town of
Scarborough to assure all
interested parties that public
resources are conscientiously
received, safeguarded,
invested, accounted for, and
disbursed. The Department
works to reduce and prevent
liabilities and risks in order to
protect the financial and
personal interests of the
residents, taxpayers,
employees, investors, and
visitors. Additionally, the
Finance staff prepare financial statements that report the
financial condition of the Town of Scarborough.
The Governmental Accounting Standards Board (GASB) is
the governing body for the reporting and accounting of
municipalities across the country. The Town of
Scarborough Finance Department received the prestigious
Award of Financial Reporting Achievement for the second
way students learn. The Maine Learning Technology
Initiative has paved the way with the one-to-one middle
school laptop program. In the future, the pencil will be
replaced by an individual computing device for all students.
Distance learning, implemented by most secondary schools,
will find a place in public education. This will enable
students to select classes from a wider range of subjects and
instructors.

The Finance Department is comprised of the following
offices and describes the related responsibilities:
• Accounting: Includes payroll, accounts payable,
cash management, financial software
implementation and oversight, investments, risk
assessment, accounts receivable, debt management,
and financial reporting.
• Property Tax: Includes property tax collection and
processing, general and rescue billing and
collections, beach parking permits, boat launch
permits, parking tickets, and various code
enforcement permits.
• Excise Tax: Includes vehicle registrations, hunting
and fishing licenses, snowmobile, watercraft, and
ATV registrations.
• Purchasing: Includes directing, supervising and
coordinating the preparation of technical
specifications of all purchasing-related activities of
municipal goods and services.
• Assessing: Includes calculating the annual valuation
of all taxable and exempt real and personal property
in Scarborough.
