EXCISE TAX OFFICE
To the Town Manager, Town Council, and Citizens of
Scarborough:
The Excise Department is responsible for all vehicle
registrations. Our staff is here to assist you in registering
your automobiles, trucks, snowmobiles, ATV's and boats,
along with hunting and fishing licenses. We are also here to
answer any questions you may have regarding this process.
In addition, our office assists South Portland customers on
an “as-needed” basis in registering their boats and ATV's.
My second year with the Town of Scarborough has sped by
and I have truly enjoyed meeting so many of you. We
appreciate the opportunity to be of service to the citizens of
Scarborough, and I look forward to many more years of
serving our community.
The annual growth of vehicle registrations in our town, and
the state, continues to climb.
A State-run program known as
Rapid Renewal allows citizens
to register vehicles on-line via
the internet. This program has
been on a steady increase and,
as the state perfects its online
renewal process, we hope to
see accelerated growth in the
area. As always, all of the
staff in the Excise Office will
continue to be here for you
with our friendly smiles and
excellent customer service.

This year, the tax rate was set
at $11.48 per thousand
dollars of value based on a
taxable valuation of
$3,317,497,800 for real and
personal property as of April
1, 2006. This is an increase in
valuation of $60,655,900
from 2005 or 1.87%. The
increase in valuation is from
new construction in the last
12 months.
The tax rate is based on
municipal, school, and county
expenses. The total
appropriation was
$38,084,874 up $1,282,561 or
3.5%. The breakdown for Fiscal 2007 is municipal 34.4%,
school 61.5% and county 4.1%.
The total number of taxpayers who qualified for a
homestead exemption in fiscal 2007 was 4,265, which
exempted $55,299,900 of taxable value. Each taxpayer
saved $149.24 in property taxes. The total number of
veteran exemptions amounted to 615 for an additional
savings of $57.40. It is important that each taxpayer who
qualifies for an exemption file an application with the
Assessor’s Office. All citizens are encouraged to call or
visit our office so that we can determine if you quality for
any exemptions and make sure the proper forms are
completed.
