SUSTAINABLE ENERGY REGULATION AND POLICYMAKING FOR AFRICA<br />
CONCLUSIONS<br />
• F<strong>in</strong>anc<strong>in</strong>g is key <strong>to</strong> <strong>in</strong>creas<strong>in</strong>g <strong>access</strong> <strong>to</strong> <strong>energy</strong> <strong>in</strong> <strong>rural</strong><br />
<strong>areas</strong><br />
• Many renewable technologies best suited <strong>to</strong> provide<br />
<strong>energy</strong> <strong>services</strong> <strong>to</strong> remote <strong>rural</strong> <strong>areas</strong> use non-monetized<br />
fuel, but have a prohibitive <strong>in</strong>itial capital cost<br />
• Need for plann<strong>in</strong>g <strong>in</strong>tegration/consultation with<br />
stakeholders (REAs, DSOs, TSOs,…) = role for <strong>energy</strong><br />
regula<strong>to</strong>r<br />
• Governments are actively promot<strong>in</strong>g the replacement of<br />
fuel-wood by subsidiz<strong>in</strong>g other <strong>energy</strong> sources<br />

SUSTAINABLE ENERGY REGULATION AND POLICYMAKING FOR AFRICA<br />
CONCLUSIONS (2)<br />
• But the success depends on two fac<strong>to</strong>rs largely beyond<br />
government control:<br />
– Economic growth<br />
– The correspond<strong>in</strong>g <strong>in</strong>crease <strong>in</strong> personal <strong>in</strong>comes<br />
• The substitution process of <strong>energy</strong> sources <strong>in</strong> many<br />
countries is hampered by high import costs result<strong>in</strong>g from<br />
the <strong>in</strong>efficient procurement of small quantities of RETs<br />
• Private sec<strong>to</strong>r participation is always the most important<br />
option for <strong>energy</strong> <strong>to</strong> <strong>access</strong> <strong>to</strong> <strong>rural</strong> people<br />
