• No. of cus<strong>to</strong>mers and potential<br />

growth<br />

• Potential turnover<br />

• Start-up fund<strong>in</strong>g required<br />

Determ<strong>in</strong>e project boundaries<br />

Def<strong>in</strong>e appropriate projects on the<br />

Geographical Information System<br />

(GIS), which <strong>in</strong>corporate the above<br />

criteria and constra<strong>in</strong>ts as start<strong>in</strong>g<br />

po<strong>in</strong>ts.<br />

Determ<strong>in</strong>e project feasibility<br />

Based on pre-def<strong>in</strong>ed IRR on RE<br />

opera<strong>to</strong>r‘s <strong>in</strong>vestment, calculate:<br />

• Investment costs required<br />

• O&M costs<br />

• Predicted consumption levels,<br />

• Tariffs required and affordability<br />

• Uptake vs. subsidies required<br />

Can use approaches<br />

of either:<br />

(a) Fix<strong>in</strong>g tariffs and<br />

determ<strong>in</strong><strong>in</strong>g sensitivity<br />

of IRR versus subsidy;<br />

(b) Fix<strong>in</strong>g IRR and<br />

of tariff versus subsidy.<br />

Consider scale of <strong>in</strong>vestments and<br />

REA budgets available<br />

2. Each project will accrue a number of “economic benefit po<strong>in</strong>ts” <strong>in</strong> order <strong>to</strong> take <strong>in</strong> <strong>to</strong><br />

account social benefits that arise from <strong>rural</strong> electrification. These social benefits are<br />

not accounted for <strong>in</strong> a strict f<strong>in</strong>ancial analysis of a project and so it is important they<br />

are taken <strong>in</strong><strong>to</strong> account when prioritiz<strong>in</strong>g projects. The system of allocat<strong>in</strong>g benefit po<strong>in</strong>ts<br />

has been discussed previously.
