1. MODULE OBJECTIVES<br />
1.1. Module overview<br />
The ma<strong>in</strong> themes described <strong>in</strong> this module are as follows:<br />
• Introduction <strong>to</strong> the issue of <strong>access</strong> <strong>to</strong> <strong>energy</strong> <strong>services</strong> <strong>in</strong> <strong>rural</strong> <strong>areas</strong>.<br />
• The Millennium Development Goals (MDGs) and their l<strong>in</strong>ks <strong>to</strong> <strong>energy</strong>: exam<strong>in</strong><strong>in</strong>g<br />
the importance of <strong>energy</strong> <strong>to</strong> the completion of the MDGs and the role of<br />
development agencies and their policies.<br />
• Policy options for <strong>in</strong>creas<strong>in</strong>g <strong>access</strong> <strong>to</strong> <strong>energy</strong> <strong>services</strong> <strong>in</strong> <strong>rural</strong> <strong>areas</strong>: look<strong>in</strong>g<br />
at the basic <strong>energy</strong> needs <strong>in</strong> <strong>rural</strong> <strong>areas</strong> and exam<strong>in</strong><strong>in</strong>g the issues associated<br />
with <strong>in</strong>creas<strong>in</strong>g <strong>energy</strong> <strong>access</strong> and exam<strong>in</strong><strong>in</strong>g the policy <strong>in</strong>struments for improv<strong>in</strong>g<br />
<strong>energy</strong> <strong>services</strong> <strong>in</strong> <strong>rural</strong> <strong>areas</strong>, <strong>in</strong>clud<strong>in</strong>g the role of <strong>in</strong>termediation, the role<br />
of subsidies and pric<strong>in</strong>g.<br />
• Bus<strong>in</strong>ess models and private sec<strong>to</strong>r participation for <strong>in</strong>creas<strong>in</strong>g <strong>access</strong> <strong>to</strong><br />
<strong>energy</strong> <strong>in</strong> <strong>rural</strong> <strong>areas</strong> are exam<strong>in</strong>ed <strong>in</strong>clud<strong>in</strong>g market based models, control<br />
and command model, private company participation and subsidies.<br />
• Case studies from Bangladesh, Brazil, Ch<strong>in</strong>a, Dom<strong>in</strong>ican Republic, Indonesia<br />
and Morocco are presented.<br />
1.2. Module aims<br />
This module aims <strong>to</strong> do the follow<strong>in</strong>g:<br />
• To <strong>in</strong>troduce the issue of <strong>energy</strong> <strong>access</strong> <strong>in</strong> <strong>rural</strong> <strong>areas</strong> and the importance of<br />
<strong>energy</strong> for the achievement of the MDGs.<br />
• To outl<strong>in</strong>e the basic <strong>energy</strong> needs <strong>in</strong> <strong>rural</strong> <strong>areas</strong> and some of the barriers prevent<strong>in</strong>g<br />
<strong>in</strong>creased <strong>energy</strong> <strong>access</strong> <strong>to</strong> <strong>rural</strong> populations.<br />
• To provide some examples of policy <strong>in</strong>struments for improv<strong>in</strong>g <strong>energy</strong> <strong>services</strong><br />
<strong>in</strong> <strong>rural</strong> <strong>areas</strong>.<br />
• To outl<strong>in</strong>e bus<strong>in</strong>ess models and private sec<strong>to</strong>r participation schemes for<br />
<strong>in</strong>creas<strong>in</strong>g <strong>access</strong> <strong>to</strong> <strong>energy</strong> <strong>in</strong> <strong>rural</strong> <strong>areas</strong>.<br />
1.3. Module learn<strong>in</strong>g outcomes<br />
This module attempts <strong>to</strong> achieve the follow<strong>in</strong>g learn<strong>in</strong>g outcomes:<br />
• To be able <strong>to</strong> show the l<strong>in</strong>ks between <strong>rural</strong> development and <strong>energy</strong> <strong>access</strong><br />
and progress <strong>to</strong>wards achievement of the MDGs.
