The endorsement of the document by the m<strong>in</strong>istries of <strong>energy</strong> marked the beg<strong>in</strong>n<strong>in</strong>g<br />

of the next phase: <strong>to</strong> def<strong>in</strong>e the process and further develop the regional strategy<br />

and the implementation framework, <strong>in</strong>clud<strong>in</strong>g the <strong>in</strong>stitutional framework for<br />

mov<strong>in</strong>g forward.<br />

Several activities necessary <strong>to</strong> develop a regional strategic framework for East<br />

African countries <strong>to</strong> meet objectives for scal<strong>in</strong>g up <strong>access</strong> <strong>to</strong> modern <strong>energy</strong> <strong>services</strong><br />

through the development of MDG-based <strong>in</strong>vestment programmes have been<br />

identified, <strong>in</strong>clud<strong>in</strong>g the follow<strong>in</strong>g:<br />

• Agreement on an implementation framework <strong>to</strong> meet the four targets <strong>in</strong>clud<strong>in</strong>g<br />

plann<strong>in</strong>g capacity at relevant adm<strong>in</strong>istrative levels;<br />

• Strategies <strong>to</strong> mobilize f<strong>in</strong>ancial resources <strong>to</strong> implement the formulated <strong>energy</strong><br />

policies;<br />

• Learn<strong>in</strong>g from the Economic Community Of West African States (ECOWAS) experience<br />

<strong>in</strong> def<strong>in</strong><strong>in</strong>g a regional <strong>energy</strong> strategy.<br />

In order <strong>to</strong> foster the processes envisaged <strong>in</strong> the scale-up document, the Energy<br />

Committee of the EAC <strong>in</strong> December 2005 decided <strong>to</strong> develop a regional strategic<br />

framework for the Scale-up Initiative. This process was set underway at a regional<br />

workshop <strong>in</strong> March 2006, which was followed by a meet<strong>in</strong>g of the Energy<br />

Committee. Furthermore, the EAC decided <strong>to</strong> communicate its engagement <strong>in</strong> <strong>energy</strong><br />

issues for development by present<strong>in</strong>g the Scale-up Initiative as its regional <strong>energy</strong><br />

programme at the Commission for Susta<strong>in</strong>able Development, CSD-14 held <strong>in</strong> New<br />

York 1–12 May 2006.<br />

Related <strong>to</strong> this is the ENABLE project, 33<br />

funded by the European Commission’s<br />

COOPENER Programme, which aims <strong>to</strong> support and stimulate the activities of the<br />

European Union Energy Initiative for Poverty Eradication and Susta<strong>in</strong>able<br />

Development (EUEI) and contribute <strong>to</strong> the achievement of the Millennium<br />

Development Goals (MDGs). The aim of the ENABLE project is <strong>to</strong> build capacity <strong>in</strong><br />

<strong>energy</strong> <strong>in</strong> the health, water and education sec<strong>to</strong>rs for poverty reduction <strong>in</strong> sub-<br />

Saharan Africa and <strong>to</strong> support the development of cross sec<strong>to</strong>r plann<strong>in</strong>g <strong>to</strong>ols and<br />

their implementation.<br />
