An important conclusion follows from this. The cycle of <strong>energy</strong> poverty will often<br />

be broken only by comb<strong>in</strong><strong>in</strong>g improved <strong>energy</strong> <strong>services</strong> with end uses that generate<br />

cash <strong>in</strong>comes. These are likely <strong>to</strong> be the productive <strong>energy</strong> end-uses that<br />

enhance production activities, either by <strong>in</strong>creas<strong>in</strong>g productivity, extend<strong>in</strong>g the<br />

range of outputs or improv<strong>in</strong>g output quality. This might be labelled a “virtuous<br />

circle” and is illustrated <strong>in</strong> figure II.<br />

Clearly the vicious cycle of <strong>energy</strong> poverty (as with other forms of poverty) can<br />

be broken through the redistribution of wealth by means of grants and subsidies.<br />

But the level of funds available from government, aid donors and non-governmental<br />

organizations is likely <strong>to</strong> be far less than those required <strong>to</strong> provide all people<br />

with adequate <strong>energy</strong> <strong>services</strong>.<br />

There is a further consideration, that is, when plann<strong>in</strong>g pro-poor <strong>energy</strong> <strong>in</strong>terventions<br />

it is important <strong>to</strong> consider the means of us<strong>in</strong>g the <strong>energy</strong> <strong>to</strong> secure cash<br />

<strong>in</strong>comes at an early stage of the development process, and only subsequently <strong>to</strong><br />

see how the impact of improved <strong>energy</strong> <strong>services</strong> can be extended <strong>to</strong> the other<br />

aspects of susta<strong>in</strong>able livelihoods. It has proven extremely difficult <strong>to</strong> produce<br />
