village power programme, <strong>to</strong> <strong>in</strong>stall 700 village power systems with central and<br />

local government f<strong>in</strong>ancial <strong>in</strong>puts. The f<strong>in</strong>ancial flow <strong>in</strong> this government-led model<br />

is shown <strong>in</strong> figure V.<br />

In this model, the government is the f<strong>in</strong>ancial agency and the <strong>in</strong>stallation company<br />

and the local service company play a crucial role for supply <strong>energy</strong> service<br />

<strong>in</strong> the <strong>rural</strong> <strong>areas</strong>. However, the susta<strong>in</strong>ability of this model depends very much<br />

on cont<strong>in</strong>u<strong>in</strong>g government support.<br />

7.3. Private company participation<br />

<strong>Increas<strong>in</strong>g</strong>ly <strong>in</strong> develop<strong>in</strong>g countries the task of ensur<strong>in</strong>g adequate <strong>energy</strong> supplies<br />

is be<strong>in</strong>g left <strong>to</strong> the private sec<strong>to</strong>r. This is primarily the result of structural<br />

adjustment programmes, central <strong>to</strong> which is the privatization of publicly owned<br />

utilities and the elim<strong>in</strong>ation of costly subsidies. In the absence of carefully def<strong>in</strong>ed<br />

contractual relationships between the new private utilities and the state, reliance<br />

on the private sec<strong>to</strong>r <strong>to</strong> provide <strong>energy</strong> <strong>services</strong> <strong>to</strong> the <strong>rural</strong> poor may result <strong>in</strong><br />

their cont<strong>in</strong>ued neglect, s<strong>in</strong>ce potential returns on <strong>in</strong>vestment <strong>in</strong> <strong>rural</strong> <strong>areas</strong> may<br />

be lower than <strong>in</strong> other <strong>areas</strong>, or non-existent <strong>in</strong> some extreme cases. Despite this<br />

there are examples of private commercial RE successes <strong>in</strong> the provision of <strong>energy</strong><br />

<strong>services</strong> <strong>in</strong> <strong>rural</strong> <strong>areas</strong>: SELCO (Solar Energy Light Company), active <strong>in</strong> India, Sri<br />

Lanka and Viet Nam, 43 and SOLUZ are good models, us<strong>in</strong>g fee-for-service and cus<strong>to</strong>mer<br />

f<strong>in</strong>anc<strong>in</strong>g and leas<strong>in</strong>g approaches.<br />
