Q. Oregon has always talked about, Portland is always shown as an example<br />
(remainder inaudible) . . .<br />
A. Although interestingly, Oregon is the only state that has something like Prop 207.<br />
They have Measure 37, which was a backlash to urban growth boundaries. That<br />
basically said they had to compensate people for the negative effects of urban<br />
growth boundaries. I’ve never been in favor of urban growth boundaries in<br />
<strong>Arizona</strong>. I campaigned against it when the Sierra Club proposed it because I<br />
don’t think that is our problem. I think that’s a mechanism that is designed to<br />
deal <strong>with</strong> a diminishing amount of land for sort of agricultural use being<br />
consumed by a suburban development. We don’t have a shortage of land for<br />
agricultural use. It’s water. It’s not land. So in my mind that was the wrong<br />
mechanism for here, which is why I tried to suggest off and on that maybe water<br />
is the way we ought to think about eliminating for future growth of the area. But I<br />
have yet to get anybody to agree <strong>with</strong> me on that issue.<br />
Q. Do you have any advice to the people running CAP today<br />
A. That is a loaded question. Who’s going to see this Anybody I am concerned<br />
that the current make up of the CAP Board [includes] a number of people who<br />
are surprisingly distrustful of the professional staff at CAP. I don’t know why. I<br />
think it is a combination of a political or philosophical bias that bureaucrats must<br />
be up to no good, and campaign rhetoric to have gotten elected. I’m just close<br />
