Crumrine Assistant Editor At last week’s July 10 meeting, the Idyllwild Community Recreation Council (ICRC) held a lengthy discussion about adopting a drug testing policy. At the request of Director Vic Sirkin, Holly Maag, local attorney, researched California law and regulations regarding workplace drug use and how to monitor it, if necessary. Maag presented a summary of her findings and answered board questions regarding procedures and current state case law. “Under California law, an employer is permitted to draft and enforce a ‘zero tolerance’ policy prohibiting illegal drug and/or alcohol use in the workplace,” Maag wrote the board. “Anti-drug policies are usually limited to employee conduct while at work, or conduct while on the employer’s premises, even if the employee is ‘off the clock.’ “Workplace drug policies generally cannot reach into the employee’s private conduct while off the employer’s premises, unless such conduct is so egregious as to bring discredit upon the employer,” Maag added. But she said as long as existing employees know the policy is coming, have an opportunity to review it and know when it becomes official and under what circumstances they will be tested, then the board could probably adopt a policy for both new and existing employees. While the board appears to be seeking to articulate a more specific and firmer policy, Maag’s research did not give it a specific path to follow. Given the importance of this action, Chris Singer, ICRC chair, continued the discussion until the August meeting since Coopersmith had to leave early. In other business, Singer announced that the ICRC Recreation Committee would no longer hold separate meetings. The monthly ICRC board and the CSA 36 meetings seemed sufficient, she said. The first ICC fund-raising event will be ICRC’s Labor Day pancake breakfast at Town Hall. Director Linda McCaughin is organizing this event, which will be Aug. 31 this year. No dogs or pranks at future summer concerts Idyllwild Town Crier, July 17, 2008 - Page 17 By J.P. Crumrine Assistant Editor Ken Dahleen, producer of the Idyllwild Summer Concert Series, visited the Town Crier office on Friday. He reported on a couple of incidents that occurred during the 2008 inaugural summer concert the previous evening. Both seemed to involve inattention to the guests that adults may bring to the event. Dahleen and Park Superintendent Garratt Aitchison will make a short announcement before the start of the next concert. They hope the audience attention will take care of the problems. Apparently, some youth went beyond the concert bounds. In addition, park management and other visitors perceived a burst of immature humor differently. The kids spread toilet paper around and on trees behind the stage. Their prank annoyed the park’s paying customers — the campers. Unless this type of unauthorized activities stops, Aitchison may have to impose the use of peace officers during future concerts. This would add significant costs to the series’ expenses, according to Dahleen. He hopes parents and even the general public will help. If adults were more vigilant and could report inappropriate use during the concert, the series managers would have a better chance to control it, he said. Secondly, the presence of canine visitors is discouraging many concertgoers. Not only does “man’s best friend” occasionally soil the soil, his behavior during a concert can be disrupting. Last week, apparently two dogs assumed a meal was theirs for the taking.
