VISTA TOWERS, CELL TOWER PROJECT
- ALANDALE, PROPOSED ACTION, SCOP-
ING NOTICE, SAN JACINTO RANGER
DISTRICT, SAN BERNARDINO NATIONAL
FOREST RIVERSIDE COUNTY, CA,
JULY 7, 2008
The USDA Forest Service, San Bernardino
National Forest, San Jacinto Ranger District is
proposing the Vista Towers Cell Tower Project
- Alandale. The Project would construct a monopine
cell tower and associated equipment cabinets
on approximately 3900 square feet on National
Forest land in portions of Township 4 South,
Range 2 East, Section 34, Lake Fulmor USGS7.5
Min Quandrangle. Access to the site would be
by way of an existing dirt road behind the Forest
Service Alandale Guard Station.
There is a need to provide additional, reliable
cellular phone coverage in the “dead zones” along
Highway 243. Emergency communications would
be enhanced. Vista Towers is requesting a Special
Use Permit for the initial construction of a 78 foot
monopine cell tower and associated equipment
cabinets with future plans for an additional 78 foot
monopine tower if required. It is expected that
the construction of the cell tower site should be
completed on USFS lands within ninety (90) day
period following issuance of a permit.
There is a need to protect potential and or
critical habitats on the San Bernardino National
Forest from potential projects impacts.
Your input on this proposed project is welcomed.
Please submit written comments to Greg
Casselberry, Deputy District Ranger. San Jacinto
Hawkins what action the
county should take.
This is the final year of
the current contract between
the county and IFPD for
providing ambulance service
to Pine Cove and areas north
of it. Short of demanding it,
council members want to
participate actively in the
new contract negotiations,
something they have been
kept out of before.
Riverside County Emergency
Medical Services (MS)
Director Bruce Barton attended
the April CSA 38
meeting and appeared to
welcome the council’s involvement
in the process
since CSA 38’s property fees
pay for the service.
In addition, news that
IFPD is negotiating with
the county and American
Medical Response (AMR)
in Garner Valley has raised
several concerns about service
to Pine Cove.
“If IFPD is the back-up
for Garner Valley, will that
affect our service” Muir
asked.
“Are we the only area
outside of Idyllwild paying
for standby service” Council
member Jerry Holldber
asked.
Bill Brown, CSA operations
manager for Riverside
County Economic Development
Agency, offered to
arrange a meeting so that
EMS officials could address
the community’s questions
and concerns. The tentative
time is 9 a.m. Saturday, Aug.
Good and bad news, as
well as the ramifications of
the Grand Jury report, may
modify the council’s June
decision to purchase a new
engine for Station 23.
Bringing the bad news
was Brown, He informed
the council that its June
decision had been too late to
be included in the county’s
2008-09 budget. The supervisors’
approved CSA 38
budget is $140,000 and does
not include any funds for a
new engine.
However, RCFD Bautista
Division Chief Duane
Chamlee attended the meeting
with good news. RCFD
was offering to transfer a
2000 Type 2 engine to Station
23 to replace the 20-
year-old engine 223.
stated.
Station 23 volunteers
Wayne Clark and Lee Sorenson,
who is also a council
member, were initially reluctant
to accept the newer
equipment. Their principal
concern, and Muir agreed,
was the lack of four-wheel
drive. They felt the engine
would be severely limited
and a possible danger during
winter conditions.
“Here’s an engine at no
cost to you,” Chamlee repeated.
“My suggestion is
to let the process move
forward. If you still want
another engine, then move
to a Model 34.”
Muir understands that
even if the money for the engine
were in the budget, the
acquisition process would
still require a year. Despite
disappointment in the lack
On July 10, a jury found
Hemet resident Jerome Salgado,
29, guilty of a robbery
committed in Anza
on Feb. 7, 2006. The felony
conviction, along with a
misdemeanor conviction
of willfully resisting arrest,
places Salgado in jeopardy
of extended prison time,
owing to prior felony convictions.
Arrested along with Sal-
for a new one, she intends
to pursue the issue. She will
appeal to Stone requesting
that the funds be added
to the CSA 38 budget this
year since the reserves are
sufficient.
Nancy Borchers, Pine
Cove Property Owners Association
president, asked if
the new engine could maneuver
Logan Creek Road.
If not, she favored acquiring
a four-wheel drive vehicle.
Ultimately, the council
accepted Chamlee’s offer and
conceded Muir’s intention to
still pursue purchasing a new
engine.
