• Unz<strong>on</strong>ed lands closest <strong>to</strong> <strong>the</strong> existing <strong>to</strong>wn centre shall be c<strong>on</strong>sidered first for<br />
new z<strong>on</strong>ing (<strong>the</strong> ‘<strong>to</strong>wn centre’ being taken as <strong>the</strong> Sea Road – Main Street<br />
juncti<strong>on</strong>).<br />
• Lands that meet a social or community need<br />
• Lands z<strong>on</strong>ed AGR in <strong>the</strong> 2002 LAP shall <strong>the</strong>n be c<strong>on</strong>sidered<br />
The lands that are <strong>the</strong> subject of this submissi<strong>on</strong> are not c<strong>on</strong>sidered <strong>to</strong> accord with<br />
<strong>the</strong>se criteria and would lead <strong>to</strong> an excessive spread of <strong>the</strong> settlement <strong>on</strong> its sou<strong>the</strong>rn<br />
boundary<br />
2. The Manager str<strong>on</strong>gly recommends against <strong>the</strong> reducti<strong>on</strong> in size of <strong>the</strong> CE<br />
(Community & Educati<strong>on</strong>) z<strong>on</strong>ing at this locati<strong>on</strong> for <strong>the</strong> following reas<strong>on</strong>s<br />
(a) The reducti<strong>on</strong> of potential CE z<strong>on</strong>ing is c<strong>on</strong>sidered premature until such a time<br />
that <strong>the</strong> l<strong>on</strong>g-term space needs of <strong>the</strong> sec<strong>on</strong>dary school are determined by <strong>the</strong><br />
Department of Educati<strong>on</strong>.<br />
(b) Having regard <strong>to</strong> Submissi<strong>on</strong>s No.’s 12 & 35, <strong>the</strong> CE z<strong>on</strong>ing <strong>to</strong> <strong>the</strong> rear of <strong>the</strong><br />
C<strong>on</strong>vent is recommended <strong>to</strong> be omitted. However, given <strong>the</strong> projected populati<strong>on</strong><br />
growth for <strong>the</strong> <strong>to</strong>wn and envir<strong>on</strong>s, <strong>the</strong> plan should make provisi<strong>on</strong> for z<strong>on</strong>ed land<br />
for 32 primary classrooms. This equates <strong>to</strong> ei<strong>the</strong>r <strong>on</strong>e 5-acre site or a number of<br />
smaller sites for 8 or 16 classroom schools. The current primary schools (which<br />
have between <strong>the</strong>m 16 classrooms) will require a site of min. 3 acres and <strong>the</strong>refore<br />
it is imperative that at least <strong>on</strong>e additi<strong>on</strong>al site of min. 3 acres is maintained in <strong>the</strong><br />
plan area. In order <strong>to</strong> ensure that <strong>on</strong>e additi<strong>on</strong>al 3-acre site is provided, it is<br />
c<strong>on</strong>sidered prudent <strong>to</strong> maintain 3 primary school sites in <strong>the</strong> <strong>to</strong>wn. The sites<br />
identif<strong>ie</strong>d are<br />
- <strong>the</strong> existing site occup<strong>ie</strong>d by St. Anth<strong>on</strong>y’s (c. 4 acres)<br />
- <strong>the</strong> school site identif<strong>ie</strong>d in AA1 (c. 3 acres)<br />
- this site at Creowen, in <strong>the</strong> event that it is not needed for expansi<strong>on</strong> by<br />
<strong>the</strong> sec<strong>on</strong>dary school (c. 4 acres)<br />
Note: The site occup<strong>ie</strong>d by St. Brigid’s is c<strong>on</strong>sidered unlikely <strong>to</strong> be<br />
suitable for expansi<strong>on</strong> <strong>to</strong> 16 classrooms.<br />
In <strong>the</strong> event that Colaiste Chraobh Abhann does not require expansi<strong>on</strong> land (for<br />
example, if a new school is c<strong>on</strong>structed in New<strong>to</strong>wnmountkennedy), this z<strong>on</strong>ing can<br />
be re-visited in <strong>the</strong> next plan period.<br />

This submissi<strong>on</strong> relates <strong>to</strong> land (c. 23.5ha / 58 acres) located at Ballygann<strong>on</strong>, which is<br />
z<strong>on</strong>ed “GB” in <strong>the</strong> 2002 plan but are outside of <strong>the</strong> draft plan area. It is requested that<br />
this landholding be rez<strong>on</strong>ed “R” or “AGR”. The lands are bounded <strong>to</strong> <strong>the</strong> east by <strong>the</strong><br />
railway and <strong>the</strong> sea.<br />
Manager’s Resp<strong>on</strong>se<br />
1. The lands are outside of <strong>the</strong> draft plan area. All lands outside of <strong>the</strong> draft plan that<br />
are shown <strong>on</strong> <strong>the</strong> map are shown as ‘AG’ lands, reflecting <strong>the</strong>ir current functi<strong>on</strong>.<br />
2. The populati<strong>on</strong> projecti<strong>on</strong>s set out in <strong>the</strong> draft plan (which accord with <strong>the</strong> County<br />
Development Plan 2004) and <strong>the</strong> calculati<strong>on</strong> of required land z<strong>on</strong>ing are set out in<br />
Secti<strong>on</strong> 7 of Part A of <strong>the</strong> draft plan. The quantity of z<strong>on</strong>ed land required takes<br />
