commercial and civic buildings in <strong>the</strong> TC z<strong>on</strong>e.<br />

(ii) In relati<strong>on</strong> <strong>to</strong> AA2, this entire acti<strong>on</strong> area is proposed for OS z<strong>on</strong>ing and has not<br />

specif<strong>ie</strong>d a locati<strong>on</strong> for <strong>the</strong> limited housing allowed <strong>on</strong> <strong>the</strong> map, as <strong>the</strong> final locati<strong>on</strong><br />

of housing will have <strong>to</strong> be determined following archaeological assessment of <strong>the</strong><br />

entire acti<strong>on</strong> area. However, in light of this submissi<strong>on</strong> (and submissi<strong>on</strong> No. 13<br />

above) <strong>the</strong> map shall be amended <strong>to</strong> include an indicative locati<strong>on</strong> for <strong>the</strong> housing in<br />

AA2<br />

3. With regard <strong>to</strong> <strong>the</strong> Greyst<strong>on</strong>es - Delgany LAP<br />

- Z1 related <strong>to</strong> <strong>the</strong> harbour, which comprised <strong>on</strong>e landowner (acti<strong>on</strong> plan agreed)<br />

- Z2 related <strong>to</strong> <strong>the</strong> land around St. Lawrence’s school. This included three<br />

landowners and no agreement has been reached <strong>to</strong> date<br />

- Z3 related <strong>to</strong> <strong>the</strong> County Council offices site, again <strong>on</strong>e landowner<br />

- Z4 related <strong>to</strong> St. David’s School, again <strong>on</strong>e landowner<br />

- Z5 related <strong>to</strong> Blackli<strong>on</strong> lands, again <strong>on</strong>e landowner. This acti<strong>on</strong> area has been<br />

agreed.<br />

This evidence would appear <strong>to</strong> suggest that <strong>the</strong> Greyst<strong>on</strong>es – Delgany LAP<br />

approach <strong>to</strong> acti<strong>on</strong> areas is ei<strong>the</strong>r more equitable or effic<strong>ie</strong>nt than that appl<strong>ie</strong>d in this<br />

draft plan.<br />

This submissi<strong>on</strong> is in relati<strong>on</strong> <strong>to</strong> <strong>the</strong> Holy Faith C<strong>on</strong>vent<br />

1. It is requested that <strong>the</strong> appraisal of <strong>the</strong> C<strong>on</strong>vent as set out in <strong>the</strong> draft LAP includes<br />

an appraisal of <strong>the</strong> setting as set out in <strong>the</strong> NIAH.<br />

2. The plan map should be updated <strong>to</strong> include <strong>the</strong> locati<strong>on</strong> of <strong>the</strong> walled garden (<strong>the</strong><br />

school backs up <strong>to</strong> a walled garden).<br />

3. Any rez<strong>on</strong>ings in <strong>the</strong> area of <strong>the</strong> C<strong>on</strong>vent must take account of <strong>the</strong> setting as a<br />

whole. Lands <strong>to</strong> <strong>the</strong> west of <strong>the</strong> C<strong>on</strong>vent are unsuitable for “CE” z<strong>on</strong>ing as<br />

development would affected <strong>the</strong> v<strong>ie</strong>ws of <strong>the</strong> Downs Hill, <strong>the</strong> Glen of <strong>the</strong> Downs and<br />

Sugarloaf Mountain and instead <strong>the</strong> whole C<strong>on</strong>vent site should be z<strong>on</strong>ed “OS”<br />

including <strong>the</strong> walled garden.<br />

4. The western link road should be c<strong>on</strong>structed outside c<strong>on</strong>vent land boundar<strong>ie</strong>s.<br />

5. The mass path must also be protected which partly runs al<strong>on</strong>g <strong>the</strong> C<strong>on</strong>vent lands.<br />

6. The C<strong>on</strong>vent currently operates a spirituality centre, which would be negatively<br />

impacted by <strong>the</strong> proposed “CE” z<strong>on</strong>ing and new school.<br />

Manager’s Resp<strong>on</strong>se<br />

1. This submissi<strong>on</strong> has been noted; however, changes <strong>to</strong> <strong>the</strong> existing Protected<br />

Structure listing and descripti<strong>on</strong> cannot be altered within <strong>the</strong> remit of <strong>the</strong><br />

<strong>Kilcoole</strong> LAP and can <strong>on</strong>ly be amended within <strong>the</strong> County Development Plan<br />

2004-2010 rev<strong>ie</strong>w..<br />

2. The walled garden is evident <strong>on</strong> <strong>the</strong> map<br />

3. In light of Submissi<strong>on</strong> No.’s 12 & 35, it is proposed <strong>to</strong> amend <strong>the</strong> proposed<br />

z<strong>on</strong>ing at this locati<strong>on</strong> and <strong>to</strong> omit <strong>the</strong> CE expansi<strong>on</strong> area <strong>to</strong> <strong>the</strong> rear of <strong>the</strong><br />

C<strong>on</strong>vent (see Submissi<strong>on</strong> No.’s 12 & 35)<br />

4. Noted. The route of this road, as shown <strong>on</strong> <strong>the</strong> draft map is indicative <strong>on</strong>ly.<br />

The final design of this route will be determined through <strong>the</strong> normal process,<br />

which will include public participati<strong>on</strong> and this is <strong>the</strong> more appropriate forum<br />
