(ii) Some current developments undergoing in <strong>the</strong> village have caused obstructi<strong>on</strong> <strong>to</strong><br />

<strong>the</strong> landscape due <strong>to</strong> elevated nature of <strong>the</strong> sites (development under c<strong>on</strong>structi<strong>on</strong> at<br />

<strong>the</strong> juncti<strong>on</strong> of <strong>the</strong> <strong>Kilcoole</strong> Main Road and L5525).<br />

1. This objecti<strong>on</strong> is noted. On foot of this submissi<strong>on</strong> and No.’s 12, 24 and 35, it is<br />

recommended that this CE z<strong>on</strong>ing be omitted.<br />

2. In <strong>the</strong> 2002 plan, this land was z<strong>on</strong>ed OS1 – “<strong>to</strong> preserve and provide open space”.<br />

In <strong>the</strong> draft plan it is proposed <strong>to</strong> be z<strong>on</strong>ed OS – “<strong>to</strong> preserve, provide and improve<br />

recreati<strong>on</strong>al amenity and passive open space”. As privately owned lands, <strong>the</strong> future<br />

use of <strong>the</strong> land is in <strong>the</strong> landowners c<strong>on</strong>trol and <strong>the</strong> plan does not require that it be<br />

delivered <strong>to</strong> <strong>the</strong> community for active use.<br />

3. Noted. The final design of this route will be determined through <strong>the</strong> normal<br />

process, which will include public participati<strong>on</strong> and this is <strong>the</strong> appropriate forum <strong>to</strong><br />

express v<strong>ie</strong>ws <strong>on</strong> <strong>the</strong> design of new roads.<br />

4. (i) The implementati<strong>on</strong> of such objectives is a functi<strong>on</strong> of <strong>the</strong> development<br />

management process at applicati<strong>on</strong> and decisi<strong>on</strong> stage and <strong>the</strong>refore outside <strong>the</strong> remit<br />

of this plan.<br />

(ii) It is not clear which development is referred <strong>to</strong> but all applicati<strong>on</strong>s for<br />

development are assessed in <strong>the</strong> c<strong>on</strong>text of <strong>the</strong> polic<strong>ie</strong>s of <strong>the</strong> County Development<br />

Plan or relevant LAP. The more appropriate forum for expressing dissatisfacti<strong>on</strong> with<br />

<strong>the</strong> design of a new development is through making a submissi<strong>on</strong>s / observati<strong>on</strong> <strong>on</strong><br />

that applicati<strong>on</strong>.<br />

Make <strong>the</strong> following amendments <strong>to</strong> <strong>the</strong> LAP:-<br />

1. Omit proposed CE z<strong>on</strong>ing (c. 2ha) <strong>to</strong> <strong>the</strong> rear of <strong>the</strong> Holy Faith c<strong>on</strong>vent and revert<br />

this land <strong>to</strong> AG z<strong>on</strong>ing<br />

2. Change text of Part B: Secti<strong>on</strong> 7 – Educati<strong>on</strong>: polic<strong>ie</strong>s & objectives<br />

• Land of c. 1.6ha shall be reserved adjacent <strong>to</strong> Colaiste Chraobh Abhann for<br />

future school expansi<strong>on</strong>. In <strong>the</strong> event that it is determined that this land is not<br />

needed for this school, this site shall be reserved as an alternative primary<br />

school locati<strong>on</strong> (suitable for 16-classroom school)<br />
