future school expansi<strong>on</strong>. In <strong>the</strong> event that it is determined that this land is not<br />

needed for this school, this site shall be reserved as an alternative primary<br />

school locati<strong>on</strong> (suitable for 16-classroom school)<br />

1. It is requested that <strong>the</strong> proposed draft plan not be adopted because <strong>Kilcoole</strong> is<br />

already overdeveloped .<br />

2. It is put forward that <strong>the</strong> plan does not accord with <strong>the</strong> Strategic Planning<br />

Guidelines, which specify that <strong>on</strong>ly “local need” is accommodated in <strong>the</strong> village.<br />

3. The County Development Plan 1999 stated <strong>the</strong> land <strong>on</strong> <strong>the</strong> sea side of Main Street<br />

(R761) from Ballynerrin <strong>to</strong> <strong>the</strong> north and <strong>the</strong> railway stati<strong>on</strong> at <strong>Wicklow</strong> <strong>to</strong> <strong>the</strong> south<br />

must be protected.<br />

Manager’s Resp<strong>on</strong>se<br />

1. It is noted that <strong>Kilcoole</strong> has underg<strong>on</strong>e expansi<strong>on</strong> in <strong>the</strong> last 12 years; however, <strong>the</strong><br />

scale of expansi<strong>on</strong> has been in accordance with <strong>the</strong> desired growth levels adopted by<br />

<strong>the</strong> elected Council members in <strong>the</strong> County Development Plans of 1999 and 2004. It<br />

is not c<strong>on</strong>sidered that <strong>the</strong> <strong>to</strong>wn is overdeveloped at present and it is c<strong>on</strong>sidered that it<br />

has scope for expansi<strong>on</strong>, given <strong>the</strong> availability of services (infrastructural and<br />

community), c<strong>on</strong>siderable employment opportunit<strong>ie</strong>s and its good transport<br />

c<strong>on</strong>necti<strong>on</strong>s <strong>to</strong> <strong>the</strong> DART at Greyst<strong>on</strong>es and <strong>to</strong> <strong>the</strong> Dublin City by bus and rail.<br />

2. <strong>Kilcoole</strong> is designated a ‘Small Growth Town I’ in <strong>the</strong> County Development Plan<br />

2004 which is in accordance with <strong>the</strong> Regi<strong>on</strong>al Planning Guidelines. In such <strong>to</strong>wns,<br />

<strong>the</strong>re is a ‘local growth’ restricti<strong>on</strong> appl<strong>ie</strong>d in order <strong>to</strong> ensure that at least 50% of<br />

those purchasing new homes in <strong>the</strong> <strong>to</strong>wn have an established c<strong>on</strong>necti<strong>on</strong> <strong>to</strong> <strong>the</strong><br />
