1. It is put forward that <strong>the</strong> populati<strong>on</strong> calculati<strong>on</strong>s and <strong>the</strong> calculati<strong>on</strong> of <strong>the</strong> amount<br />
of required residential land based <strong>on</strong> <strong>the</strong>se calculati<strong>on</strong>s in <strong>the</strong> draft plan are<br />
incorrect. In particular, it is put forward that populati<strong>on</strong> targets have already been<br />
exceeded.<br />
2. New AOS and OS z<strong>on</strong>ings welcomed<br />
3. The proposed locati<strong>on</strong> of <strong>the</strong> new amalgamated primary school should be north of<br />
<strong>the</strong> c<strong>on</strong>vent, ra<strong>the</strong>r than west as proposed in <strong>the</strong> draft plan<br />
4. The need for an additi<strong>on</strong>al primary school z<strong>on</strong>e in AA1 is questi<strong>on</strong>ed<br />
5. No fur<strong>the</strong>r planning permissi<strong>on</strong>s should be granted prior <strong>to</strong> addressing <strong>the</strong> issue of<br />
school capacity.<br />
6. Welcome <strong>the</strong> maintenance of CE z<strong>on</strong>ing <strong>to</strong> east of sec<strong>on</strong>dary school<br />
7. The <strong>to</strong>wn requires expansi<strong>on</strong> of community facilit<strong>ie</strong>s in particular a library,<br />
upgraded and improved health centre, Citizens informati<strong>on</strong> services, improved<br />
policing facilit<strong>ie</strong>s<br />
8. Welcome that <strong>the</strong> draft plan has no z<strong>on</strong>ed any more land for industrial<br />
development<br />
9. The plan should include specific polic<strong>ie</strong>s in relati<strong>on</strong> <strong>to</strong> future shop fr<strong>on</strong>ts and<br />
facades al<strong>on</strong>g with an appropriate policy for advertising signs. Shopping and<br />
commercial developments must be restricted <strong>to</strong> <strong>the</strong> Main Street and compliment<br />
<strong>the</strong> overall visual aspects of <strong>the</strong> adjoining buildings<br />
10. Need <strong>to</strong> establish traffic, pedestrian and bicycle facilit<strong>ie</strong>s for <strong>the</strong> village and its<br />
surrounds. A traffic audit should be carr<strong>ie</strong>d out.<br />
11. The Council should adopt a policy with regard <strong>to</strong> all new and existing shop fr<strong>on</strong>ts.<br />
The facades of <strong>the</strong> existing public houses and petrol stati<strong>on</strong> and garage/showroom<br />
should be encouraged <strong>to</strong> upgrade <strong>to</strong> reflect a more traditi<strong>on</strong>al village look<br />
12. The Council should adopt a policy for restricting and m<strong>on</strong>i<strong>to</strong>ring advertising<br />
13. The Council should adopt a policy specifically stating that no commercial vehicles<br />
should be allowed <strong>to</strong> park within estates or public roads<br />
14. The Council must address <strong>the</strong> lack of infrastructure in <strong>the</strong> <strong>to</strong>wn and must ensure<br />
infrastructure is in place before new development permissi<strong>on</strong> are granted<br />
15. The 2002 LAP included an ‘AGR’ z<strong>on</strong>ing which were lands likely <strong>to</strong> be<br />
c<strong>on</strong>sidered for development z<strong>on</strong>ing in <strong>the</strong> next plan. While some of <strong>the</strong>se are now<br />
proposed for z<strong>on</strong>ing, some are not, while o<strong>the</strong>r lands are now proposed for z<strong>on</strong>ing.<br />
16. There is no need for additi<strong>on</strong>al social or affordable housing in <strong>Kilcoole</strong> and<br />
through <strong>the</strong> purchase and development of <strong>the</strong> proposed ‘MU’ z<strong>on</strong>e, <strong>the</strong> Council<br />
will significantly increased social imbalance in <strong>the</strong> <strong>to</strong>wn<br />
17. The plan does not address facilit<strong>ie</strong>s at <strong>the</strong> beach and train stati<strong>on</strong><br />
18. The plan should make provisi<strong>on</strong> for <strong>the</strong> development of <strong>to</strong>urism in <strong>the</strong> <strong>to</strong>wn and<br />
envir<strong>on</strong>s, particularly <strong>the</strong> marsh area<br />
