<str<strong>on</strong>g>Operati<strong>on</strong>s</str<strong>on</strong>g> Guidebook is a direct applicati<strong>on</strong><br />
of the inherent rights embraced in the<br />
Universal Declarati<strong>on</strong> of <str<strong>on</strong>g>Human</str<strong>on</strong>g> <str<strong>on</strong>g>Rights</str<strong>on</strong>g>.<br />
Thus, in the performance of assigned tasks,<br />
intelligence pers<strong>on</strong>nel must be c<strong>on</strong>versant<br />
with the rights that are entitled to each human<br />
being. Pertinent rights are enumerated in the<br />
following (UDHR, 1948):<br />
1. All human beings are born free and equal in<br />
dignity and rights.<br />
2. Every<strong>on</strong>e is entitled to rights and freedoms<br />
without distincti<strong>on</strong> of any kind, such as<br />
race, color, sex, language, religi<strong>on</strong>, political<br />
affiliati<strong>on</strong> or opini<strong>on</strong>, nati<strong>on</strong>al or social origin,<br />
property, birth or any other status.<br />
3. Every<strong>on</strong>e has the right to life, liberty and<br />
security of pers<strong>on</strong>.<br />
4. No <strong>on</strong>e shall be held in slavery or servitude;<br />
slavery and the slave trade shall be prohibited<br />
in all their forms.<br />
5. No <strong>on</strong>e shall be subjected to torture or to<br />
cruel, inhuman or degrading treatment or<br />
punishment.<br />
6. Every<strong>on</strong>e has the right to be recognized<br />
everywhere as a pers<strong>on</strong> before the law.<br />
7. All are equal before the law and are entitled<br />
without any discriminati<strong>on</strong> to equal protecti<strong>on</strong><br />
of the law.<br />
8. Every<strong>on</strong>e has the right to an effective<br />
remedy by the competent nati<strong>on</strong>al court for<br />
acts violating the fundamental rights granted<br />
him by the C<strong>on</strong>stituti<strong>on</strong> or by the law.<br />
9. No <strong>on</strong>e shall be subjected to arbitrary arrest,<br />
detenti<strong>on</strong> or exile.<br />
10. Every<strong>on</strong>e is entitled in full equality to a<br />
fair and public hearing by an independent<br />
and impartial court in the determinati<strong>on</strong> of<br />
his rights and obligati<strong>on</strong>s and of any criminal<br />
charge against him.<br />
11. Every<strong>on</strong>e charged with a penal offense<br />
has the right to be presumed innocent until<br />
proven guilty.<br />
12. No <strong>on</strong>e shall be subjected to arbitrary<br />
interference with his privacy, family, home or<br />
corresp<strong>on</strong>dence, nor to attacks up<strong>on</strong> his h<strong>on</strong>or<br />
and reputati<strong>on</strong>. Every<strong>on</strong>e has the right to the<br />
protecti<strong>on</strong> of the law against such interference<br />
or attacks.<br />
13. Every<strong>on</strong>e has the right to freedom of<br />
movement and residence within the borders<br />
of each state.<br />
