3.1 Guiding Principles in<br />

The primary mandate of intelligence is to<br />

collect, process, evaluate and disseminate<br />

intelligence to the end users in accordance<br />

with the law. It is basically informati<strong>on</strong><br />

gathering and producti<strong>on</strong> of intelligence to<br />

be used by the different AFP units. (AFPM<br />

2-011, 2007)<br />

<str<strong>on</strong>g>Human</str<strong>on</strong>g> <str<strong>on</strong>g>Rights</str<strong>on</strong>g>-<str<strong>on</strong>g>Based</str<strong>on</strong>g> <str<strong>on</strong>g>Intelligence</str<strong>on</strong>g> <str<strong>on</strong>g>Operati<strong>on</strong>s</str<strong>on</strong>g><br />

(HR-BIO) underscores the respect for the<br />

preservati<strong>on</strong> of life, liberty, security, human<br />

dignity, equality, and rule of law while<br />

accomplishing the objectives of intelligence<br />

missi<strong>on</strong>s. The following are the guiding<br />

principles <strong>on</strong> the c<strong>on</strong>duct of all intelligence<br />

operati<strong>on</strong>s:<br />

1. Paramount c<strong>on</strong>siderati<strong>on</strong> of the safety of<br />

civilians<br />

In engaging the enemy, avoid, or if it cannot<br />

be avoided, minimize collateral damage by<br />

way of incidental injury or loss of life to<br />

civilians and damage to private property.<br />

2. Inclusi<strong>on</strong> of human rights protecti<strong>on</strong> in<br />

all intelligence activities<br />

The commanding officer is resp<strong>on</strong>sible in the<br />

supervisi<strong>on</strong>, promoti<strong>on</strong> and implementati<strong>on</strong><br />

of the HR and IHL principles. Briefings and<br />

debriefings should be c<strong>on</strong>ducted prior to<br />

and after all intelligence operati<strong>on</strong>s/activities<br />

stressing the importance of observing human<br />

rights protecti<strong>on</strong>.<br />

3. Adherence to the Rule of Law<br />

All intelligence pers<strong>on</strong>nel must adhere and<br />

be familiar with the principles of HR and<br />

IHL and related provisi<strong>on</strong>s of the Revised<br />
