intercepting, pilfering and opening of mail<br />

matters and c<strong>on</strong>ducting illegal surveillance<br />

and informati<strong>on</strong> gathering through<br />

electr<strong>on</strong>ic and other means.<br />

7. The right not to be subjected to forced<br />

evacuati<strong>on</strong>s, food and other forms of<br />

ec<strong>on</strong>omic blockades and indiscriminate<br />

bombings, shellings, strafing, gunfire and<br />

CARHRIHL)<br />

To ensure the compliance of both parties to<br />

the CARHRIHL, a joint committee was<br />

formed. The panel committee is composed<br />

of six members in which each Party has three<br />

representatives. The peace agreement has a<br />

m<strong>on</strong>itoring committee whose primary task<br />

is to review human rights violati<strong>on</strong>s that are<br />

screened by both the GPH and the NDF<br />

m<strong>on</strong>itoring committee and to determine<br />

whether these complaints are to be reported<br />

to the Party that the complaint is filed against.<br />

The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>Human</str<strong>on</strong>g> <str<strong>on</strong>g>Rights</str<strong>on</strong>g> takes<br />

part in the investigati<strong>on</strong> process when cases<br />

are filed al<strong>on</strong>gside the GPH m<strong>on</strong>itoring<br />

committee. The committee is presided by<br />

representatives of human rights organizati<strong>on</strong>s<br />

that are specifically nominated by each Party.<br />

Complaint Process in the<br />

Joint M<strong>on</strong>itoring Committee<br />

1. Complaint is received by the Joint<br />

Secretariat<br />

2. Forwarded to GPH and NDFP<br />

3. Screening of complaints for each<br />

committee (GPH and NDF)<br />

4. Joint M<strong>on</strong>itoring Committee (JMC)<br />

reviews the complaints<br />

5. JMC shall initiate requests<br />

or recommendati<strong>on</strong>s for the<br />

implementati<strong>on</strong> of the Agreements to<br />

the government agencies involved<br />

6. Investigati<strong>on</strong> of the complaint shall<br />

be c<strong>on</strong>ducted by the party (GPH or<br />

NDF) c<strong>on</strong>cerned<br />

7. C<strong>on</strong>cerned party shall make recommendati<strong>on</strong>s<br />

to the Negotiating Panel<br />

8. Appropriate acti<strong>on</strong> shall be taken<br />

based <strong>on</strong> these recommendati<strong>on</strong>s<br />
