4. Protecti<strong>on</strong> and Welfare of All Pers<strong>on</strong>s in<br />
Custody<br />
Ensure the full protecti<strong>on</strong> and welfare of<br />
all pers<strong>on</strong>s in custody and take immediate<br />
acti<strong>on</strong> to secure medical attenti<strong>on</strong> whenever<br />
required. Arrested individual shall be treated<br />
humanely and accorded of all his/her rights.<br />
5. Restrained Use of Force<br />
As much as possible, apply n<strong>on</strong>-violent<br />
means before resorting to the use of force and<br />
firearms.<br />
Firearms shall never be used against pers<strong>on</strong>s<br />
except in self-defense or defense of others<br />
against the imminent threat of death or<br />
serious injury, to prevent the perpetrati<strong>on</strong><br />
of a particularly serious crime involving<br />
imminent grave threat to life.<br />
6. M<strong>on</strong>itor and Act <strong>on</strong> HR Violati<strong>on</strong>s.<br />
All intelligence units should include in<br />
their periodic reports all human rights<br />
violati<strong>on</strong>s m<strong>on</strong>itored in their respective areas<br />
of operati<strong>on</strong>s. Said reports shall include<br />
specific data indicating: name of pers<strong>on</strong>alities<br />
involved; time and place and nature of<br />
violati<strong>on</strong>s; and acti<strong>on</strong>s taken by the unit.<br />
