7. Other Crimes Against <strong>Human</strong>ity
“Other Crimes Against <strong>Human</strong>ity” means
any of the following acts when committed
as part of a widespread or systematic attack
directed against any civilian population, with
knowledge of the attack:
a. Willful killing;
b. Extermination;
c. Enslavement;
d. Arbitrary deportation or forcible
transfer of population;
e. Imprisonment or other severe
deprivation of physical liberty in violation
of fundamental rules of international law;
f. Torture;
g. Rape, sexual slavery, enforced
prostitution, forced pregnancy, enforced
sterilization, or any other form of sexual
violence of comparable gravity;
h. Persecution against any identifiable
group or collectivity on political, racial,
national, ethnic, cultural, religious, gender,
sexual orientation or other grounds that
are universally recognized as impermissible
under international law, in connection
with any act referred to in this paragraph
or any crime defined in this Act;
i. Enforced or involuntary disappearance
of persons;
j. Apartheid; and,
k. Other inhumane acts of a similar
character intentionally causing great
suffering, or serious injury to body or to
mental or physical health.

Further, the Department of National Defense
and Department of Interior and Local
Government (DND/DILG) Joint Circular
Number 2, -91, Providing Implementing
Guidelines re: Presidential Memorandum
Order No. 393 dated September 9, 1991,
Directing the Armed Forces of the Philippines
(AFP) and the Philippine National Police
(PNP) to Reaffirm their Adherence to the
Principles of <strong>Human</strong>itarian Law and <strong>Human</strong>
<strong>Rights</strong> in the Conduct of Security/Police
<strong>Operations</strong>, provides for the Rules of Behavior
for soldiers during security operations in order
to preclude any abuses against innocent civilians
and hostile/lawless elements considered out
of combat to include those who are wounded,
captured or who surrendered and to reduce
the destruction that may be inflicted against
lives and properties, as follows:
1. Maintain a high level of discipline and
strictly adhere to the AFP code of honor,
ethics, loyalty, valor and solidarity.
