Procedures in Apprehending or Challenging<br />

Pers<strong>on</strong>alities if JASIG is in Effect<br />

1. Inform<br />

The apprehending officer/challenger should properly inform the “apprehended individual”<br />

of the basis for such challenge.<br />

2. Verificati<strong>on</strong><br />

The “apprehended individual “ must present to the apprehending officer the document<br />

of identificati<strong>on</strong> (DI) which will serve as “safe c<strong>on</strong>duct pass” supporting his/her claim for<br />

JASIG guarantees.<br />

3. Submissi<strong>on</strong> of Report<br />

This is to acknowledge that _____________________ with the Document Identificati<strong>on</strong> Number ______ is a<br />

__________ in the GRP-NDFP peace negotiati<strong>on</strong>s.<br />

The above named pers<strong>on</strong> is entitled to the safety and immunity guarantees provided under the Joint Agreement<br />

<strong>on</strong> Safety and Immunity Guarantees (JASIG) for the durati<strong>on</strong> of the peace negotiati<strong>on</strong>s.<br />

You are hereby required to facilitate the safe c<strong>on</strong>duct and free passage of the named pers<strong>on</strong>s.<br />

Guidebook<br />

The apprehending officer must submit an incident report to his pertinent JASIG desk<br />

and its oversight officer within 24 hours from the time of the incident/apprehensi<strong>on</strong>.<br />

The Office of the Presidential Adviser <strong>on</strong> the Peace Process (OPAPP) JASIG Desk<br />

must be provided with a copy of said report.<br />

If the pers<strong>on</strong> is eligible for JASIG, the apprehending officer must immediately release<br />

him/her and provide clearance. A copy of the clearance must be furnished to the AFP/<br />

PNP units <strong>on</strong> the ground and OPAPP JASIG Desk.<br />

If the pers<strong>on</strong> is not eligible for JASIG, the apprehending officer must immediately turn<br />

him/her over to AFP/PNP units or government agencies for proper processing and<br />

dispositi<strong>on</strong>. A report shall be submitted to the c<strong>on</strong>cerned AFP/PNP/OPAPP JASIG<br />

desks.<br />
