3.2 Rules of Behavior in Support to Law<br />

Enforcement <str<strong>on</strong>g>Operati<strong>on</strong>s</str<strong>on</strong>g><br />

In law enforcement operati<strong>on</strong>s, the participati<strong>on</strong> of intelligence units is limited to supporting<br />

the PNP and other law enforcement agencies. During law enforcement operati<strong>on</strong>, the support<br />

role of an intelligence unit/pers<strong>on</strong>nel shall be limited to the c<strong>on</strong>firmati<strong>on</strong> of the pers<strong>on</strong> to be<br />

arrested and the place to be searched; serve as guide to the place where the operati<strong>on</strong> is to<br />

be made; and helping the uniformed pers<strong>on</strong>nel and/or peace officer subdue the pers<strong>on</strong> to be<br />

arrested in case he/she resists the arrest.<br />

Gather informati<strong>on</strong>/evidence about illegal activities<br />

-Investigate to c<strong>on</strong>firm involvement in illegal activities<br />

-Check for existing and valid Warrant of arrest (WA), if n<strong>on</strong>e, apply for WA<br />

-Apply for Search Warrant (SW) if there are illegal items in the possessi<strong>on</strong> of the pers<strong>on</strong> to be arrested<br />

-In serving of SW, AFP <str<strong>on</strong>g>Intelligence</str<strong>on</strong>g> pers<strong>on</strong>nel can have a supporting role. Only the PNP, NBI or other law<br />

enforcement agencies can c<strong>on</strong>duct search and seizure<br />

Case c<strong>on</strong>ference with PNP and other Law Enforcement Agencies<br />

-Participating pers<strong>on</strong>nel shall be briefed <strong>on</strong> legal procedures and related legal c<strong>on</strong>sequences<br />

-Participating pers<strong>on</strong>nel will also be briefed <strong>on</strong> general and specific rules to the type of operati<strong>on</strong>s to be<br />

c<strong>on</strong>ducted<br />

Lateral coordinati<strong>on</strong> am<strong>on</strong>g the operating units and government agencies is a must<br />

-Coordinati<strong>on</strong> am<strong>on</strong>g operating units and other government agencies that have jurisdicti<strong>on</strong> over the area to<br />

ensure and enhance immediate cooperati<strong>on</strong><br />

-Participating pers<strong>on</strong>nel will also be briefed <strong>on</strong> general and specific rules to the type of operati<strong>on</strong>s to be<br />

c<strong>on</strong>ducted<br />

Only the prescribed uniform or attire of respective units involved and countersigns agreed up<strong>on</strong> shall be<br />

worn during the operati<strong>on</strong>s<br />

-Use of countersign/identificati<strong>on</strong> is a must when civilian attire is used for operati<strong>on</strong>s not warranting the use of<br />

military uniform.<br />

All firearms to be used for the operati<strong>on</strong> shall be covered by proper documents<br />

-Proper documents include Missi<strong>on</strong> Orders (MO) and Memorandum Receipt (MR)/Acknowledgement Receipt<br />

of Equipment (ARE)<br />

-Unnecessary display of firearms outside of the area of engagement shall be avoided.<br />
