A. ORGANIZATION<br />

1. THE <strong>BOARD</strong><br />

During the fiscal year 1941, the members of the Board were H. A.<br />

Millis, of Illinois, chairman; Edwin S. Smith, of Massachusetts,<br />

member; and William M. Leiserson, of Ohio, member./<br />

2. ORGANIZATION—WASH INGTON OFFICE<br />

The administrative section has been reorganized during the fiscal<br />

year by the creation of a Field Division, and- the appointment of an<br />

Executive Secretary of the Board. In previous years, the Secretary<br />

of the Board had been in charge of all administrative work. The<br />

work of this office has now been divided between the Executive Secretary<br />

and the Field Division. The Field Division, under the supervision<br />

of the Director of the Field Division , responsible for the<br />

administrative work in the field offices, and 'the administrative case<br />

work. This Division also coordinates the work of the field with the<br />

Washington staff and the Board. Three Assistant Directors of the<br />

Field Division have been appointed and assigned to specified regions<br />

to consult with, advise, and assist Regional Directors in the solution of<br />

technical problems, to bring about a closer relationship between the<br />

various field offices, and to act as the Board's direct representative to<br />

the region, and the regional offices' representative to the Board. All<br />

other administrative matters are under the general supervision of the<br />

Executive Secretary, who also acts as the official secretary to the<br />

Board. These changes were made to decentralize administrative<br />

work, and have resulted in more efficient and speedier handling of<br />

cases.<br />

No changes have been made in the Legal Division, and the organization<br />

remained as reported in the Fifth Annual Report.2<br />

The Trial Examiners Division has been augmented by additional<br />

attorneys to assist Trial Examiners in the preparation of Interme- -<br />

diate Reports.<br />

3. ORGANIZATION—REGIONAL OFFICES<br />

No changes in the organization of the Regional Offices have been<br />

made. There have, however, been some changes in directing personnel<br />

and territory, as are reflected by the table in the Appendix.<br />

J. Warren Madden's term expired August 26, 1940. Mr Millis' appointment was effective<br />

November 26, 1940.<br />
