It is the policy <strong>of</strong> the Division to provide vacation time for employees in a fair and equitable fashion<br />

and so as to not interfere with the good management <strong>of</strong> the institution. This will be done in<br />

accordance with guidelines established by the Division <strong>of</strong> Personnel and pursuant to the Union<br />

Contract.<br />

Procedure From Policy 1200.0230: Vacation<br />

A. General<br />

1. On a quarterly basis, the Administration shall request that employees submit vacation<br />

requests in writing via the Employee Request for Leave Form (Form No. 001), specifying<br />

the desired time <strong>of</strong>f during an identified quarterly time frame. Employee's requests<br />

submitted for time <strong>of</strong>f during these identified periods will be granted vacation in<br />

accordance with seniority and with consideration given to staffing levels providing ample<br />

coverage for each unit/facility.<br />

2. Vacation requests submitted after the identified quarterly deadlines, will be granted on a<br />

first-submitted, first approved basis providing there is ample facility coverage.<br />

3. No requests for vacation will be accepted less than seventy-two (72) hours in advance <strong>of</strong><br />

the desired vacation with the exception <strong>of</strong> emergency vacations which may only be<br />

approved by the Administrator/Administrator-on-Call.<br />

4. Employees requesting vacation time seventy-two (72) hours in advance <strong>of</strong> the desired<br />

vacation time must submit these requests in writing utilizing an Employee Request for<br />

Leave Form (Form No. 001) to their supervisor.<br />

5. The supervisor shall initial approval or disapproval <strong>of</strong> the request after confirming<br />

sufficient staffing for the requested day(s) <strong>of</strong>f and forward the request to the <strong>of</strong>fice <strong>of</strong> the<br />

Administrator for review.<br />

6. No employee is to discharge vacation time without first receiving authorization for that<br />

vacation time <strong>of</strong>f. All attempts to discharge vacation time without prior approval will be<br />

recorded as Leave Without Pay (LWOP).<br />

B. Vacation in Advance <strong>of</strong> Accrual<br />

1. Employees wishing to borrow vacation time in advance <strong>of</strong> accrual shall make their request<br />

in writing through his/her supervisor to the Administrator.<br />

2. The Administrator shall forward the request with his/her recommendations in writing to the<br />

Assistant Director and shall include the employee's status and the number <strong>of</strong> hours<br />

requested.<br />

3. The Assistant Director, if approved, shall direct the request to the Office <strong>of</strong> Employee<br />

Relations.<br />

4. The employee, his/her supervisor and the Administrator shall be notified in writing by the<br />

Assistant Director <strong>of</strong> said approval.
