The State <strong>of</strong> Rhode Island is a member <strong>of</strong> the Interstate Compact on Juveniles. It is, therefore,<br />

necessary that the interstate movement <strong>of</strong> juveniles shall be arranged through the Office <strong>of</strong> the<br />

Interstate Compact Administrator.<br />

Procedure From Policy 1200.0005: Interstate Compact<br />

A. General Guidelines - The Office <strong>of</strong> the Interstate Compact Administrator shall be utilized in<br />

cases in the following categories pursuant to the provisions <strong>of</strong> the Interstate Compact on<br />

Juveniles:<br />

1. To arrange for the return <strong>of</strong> juveniles charged with juvenile <strong>of</strong>fenses to the requesting<br />

State.<br />

2. To arrange for the return <strong>of</strong> runaways to their home State.<br />

3. To arrange for the return <strong>of</strong> juvenile <strong>of</strong>fender escapees and/or absconders to the State<br />

from which they have fled.<br />

4. To arrange for the out-<strong>of</strong>-state supervision <strong>of</strong> juvenile probationers in the custody <strong>of</strong><br />

DCYF who may request or require placement or residency in another State.<br />

B. Application and Referral for Transfer to Another State<br />

1. The Unit Manager or Social Worker assigned to the juvenile's case shall ensure that<br />

Interstate Form IA (Application for Compact Services) and Form VI (Memorandum <strong>of</strong><br />

Understanding and Waiver -Parolee or - Probationer) are completed and signed by the<br />

juvenile and a judge <strong>of</strong> the Family Court.<br />

2. The original and two copies <strong>of</strong> the properly completed forms are to be sent to the<br />

Compact Administrator and a copy <strong>of</strong> each form is to be given to the juvenile.<br />

3. Four copies <strong>of</strong> the juvenile's social history, any other pertinent data and a cover letter shall<br />

be forwarded to the Compact Administrator along with the above forms. It is important<br />

that all Family Court dispositions be included as well as information on any pending<br />

cases.<br />

4. It shall be the responsibility <strong>of</strong> the Compact Administrator to forward all <strong>of</strong> the required<br />

material to the proper States and, if the other State accepts supervision, travel<br />

arrangements shall be made by the Social Worker.<br />

C. Return <strong>of</strong> Juveniles to Other States<br />

1. In all cases <strong>of</strong> juvenile escapees, absconders, runaways, and fugitives from other States<br />

placed in the custody <strong>of</strong> the Administrator <strong>of</strong> the Training School, the Unit Manager or the<br />

Social Worker assigned to the juvenile shall inform the Compact Administrator <strong>of</strong> the<br />

presence <strong>of</strong> said juvenile, and shall provide the Compact Administrator with all <strong>of</strong> the<br />

pertinent information necessary for the Compact Administrator to effectuate the juvenile's<br />

return to the other State in accordance with the provisions <strong>of</strong> the General Laws <strong>of</strong> the<br />

State <strong>of</strong> Rhode Island and the Interstate Compact on Juveniles.<br />

2. The Compact Administrator shall make all the necessary arrangements for the juvenile's<br />

return through his <strong>of</strong>fice.<br />
