Rhode Island <strong>Department</strong> <strong>of</strong> <strong>Children</strong>, Youth and Families<br />

Division <strong>of</strong> Juvenile Correctional Services: Training School and Detention Center<br />

It is the Division's policy to maintain a continuing <strong>training</strong> program for all employees. The<br />

Administrator or his/her designee shall initiate employee <strong>training</strong> at the beginning <strong>of</strong> employment<br />

and shall continue <strong>training</strong> throughout the employee's service. In order to continually assess<br />

<strong>training</strong> needs and to ensure a fully functional program, the Administrator shall plan, coordinate<br />

and implement all <strong>training</strong> activities with the <strong>Department</strong>'s Training Director and the advisory<br />

committee on <strong>training</strong>. All <strong>Department</strong> Trainers are qualified and have received forty (40) hours <strong>of</strong><br />

Training <strong>of</strong> Trainers. The purpose <strong>of</strong> this program is to assist them in performing their duties in an<br />

efficient manner and to provide full benefit to residents.<br />

All newly-hired employees shall receive forty (40) hours <strong>of</strong> orientation <strong>training</strong> through the<br />

<strong>Department</strong>'s Staff Development Office. All full-time employees or volunteers who work in direct<br />

and continuing contact with residents shall receive one hundred and twenty (120) additional hours<br />

<strong>of</strong> <strong>training</strong> in their first year <strong>of</strong> employment. Administrative, managerial employees, pr<strong>of</strong>essional<br />

employees and support employees shall receive a minimum <strong>of</strong> forty (40) hours <strong>of</strong> <strong>training</strong> each<br />

year after the first year <strong>of</strong> employment. Clerical and support employees who are not in continuous<br />

contact with residents, shall have an additional sixteen (16) hours <strong>of</strong> <strong>training</strong> each year. Part-time<br />

employees and volunteers working less than forty (40) hours per week shall receive <strong>training</strong><br />

appropriate to their assignments.<br />

Procedure From Policy 1200.0300: Employee Training<br />

A. Employees shall be informed <strong>of</strong> all <strong>training</strong> sessions in advance.<br />

B. Training shall include the purposes and goals <strong>of</strong> the Division as well as its policies and<br />

procedures. The <strong>training</strong> program shall be reviewed annually.<br />

C. Specific skill <strong>training</strong> shall be conducted so as to enhance the efficient functioning <strong>of</strong> the<br />

employee in his/her capacity.<br />

D. An opportunity shall be given to employees to share their recommendations for <strong>training</strong> with<br />

administrative personnel.<br />

E. Employees shall participate in <strong>training</strong> sessions (when conducted) during their regular tour <strong>of</strong><br />

duty.<br />

F. Employees may be required to participate in <strong>training</strong> outside <strong>of</strong> their regular tour <strong>of</strong> duty, but<br />

will be compensated for such time. Administrative leave time may be granted. Requests<br />

should be made to the employee's supervisor.<br />

G. Special areas, such as fire safety <strong>training</strong> and first aid <strong>training</strong>, shall be implemented at least<br />

annually.<br />
