Service Description:<br />
The police service approach to countering terrorism aims to minimise risk and vulnerability to life and<br />
property, create a hostile environment for the terrorists and increase the feeling communities have of<br />
safety and confidence.<br />
Specialist Operations has lead responsibility for the investigation of terrorist offences and for the<br />
provision of personal protection for individuals under threat in the UK and abroad.<br />
To combat terrorism successfully, and to improve safety and security, the <strong>MPS</strong> as a whole is involved<br />
in gathering, analysing, passing on and acting on intelligence. Working in partnership with the<br />
Security Service and other agencies is essential. This intelligence-led approach will reduce the<br />
opportunity for criminals to commit terrorist offences and ensure we are able to bring offenders to<br />
justice, including those who support, encourage and finance terrorism.<br />
The <strong>MPS</strong> determination to deliver a citizen focused and responsive police service through Safer<br />
Neighbourhoods is key to countering terrorism. This initiative creates an environment that<br />
encourages and facilitates the flow of community intelligence. This critical aspect of police work<br />
increases feelings of safety, provides reassurance for communities and reduces opportunities for<br />
terrorism.<br />
The effective delivery of counter terrorism, security and protection as a key element of the Corporate<br />
Strategy, will enable the Metropolitan Police Service to pursue its widening mission to meet the<br />
needs of all London communities.<br />
Key Activities:<br />
Counter Terrorism<br />
• Disruption, prevention, detection and investigation of terrorist attacks including the prosecution<br />
of offenders.<br />
• Provision of a Pan London security co-ordination capability.<br />
• Assisting Her Majesty’s Government to formulate a co-ordinated national response to terrorist<br />
threats, or incidents assessed as being of national significance.<br />
• Responding to suspected and actual terrorist incidents, including consequence management.<br />
• A remit to acquire, evaluate, disseminate and act on intelligence relating to terrorism and related<br />
security threats.<br />
Security<br />
• Provision of 24-hour emergency response at Heathrow and London City Airport dealing with all<br />
aspects of policing.<br />
• In concert with partners the development of an effective aviation security regime at Heathrow<br />
and London City consistent with the terrorist threat.<br />
Protection<br />
• Security of the Royal Family and other protected persons in partnership with other agencies.<br />
• Provision of protection arrangements for the Palace of Westminster, foreign missions,<br />
government offices, residences of government ministers, peers and VIPs.<br />
