Director of Finance<br />
Service Description:<br />
The Director of Resources Private Office supports the Director who is a member of Management<br />
Board; works closely with the <strong>MPA</strong>; is the principal financial adviser to the Commissioner; contributes<br />
to corporate strategy and oversees the Resources Directorate.<br />
Finance Services secures effective, well-controlled financial management in support of the policing<br />
priorities of the Commissioner, the Authority and the Mayor.<br />
Procurement Services is responsible for all procurement and contracting in support of the needs of<br />
operational policing in the <strong>MPS</strong> and protecting the <strong>MPA</strong>’s interests as the contracting Authority.<br />
Performance and Communication Unit provides planning; performance management;<br />
communication; finance and resources; and business services for the Directorate.<br />
Key Activities:<br />
Director of Resources Private Office<br />
• Provides support to the Director of Resources by liaising and co-ordinating work activities with<br />
the <strong>MPA</strong>; the Commissioner’s Private Office; the Departments of the Resources Directorate and<br />
all parts of the <strong>MPS</strong>. Provides secretariat support to the Director.<br />
Finance Services<br />
• Prepares budgets and ensures their sound management.<br />
• Provides timely/accurate budgetary information.<br />
• Provides financial advice to <strong>MPS</strong>/<strong>MPA</strong>.<br />
• Maximises funding available to the <strong>MPA</strong>/<strong>MPS</strong>; develops medium term financial forecasts.<br />
• Ensures accounts are closed in accordance with required timescales.<br />
• Supports the devolved financial management and the development and implementation of activity<br />
based costing.<br />
• Pays invoices within payment terms; ensures the timely receipt of payments from debtors.<br />
• Ensures people receive the correct pay and pensions.<br />
• Manages cash flow, investments and borrowings and controls the associated risks.<br />
• Provides the Head of Profession role for the Finance and Resource function; increases general<br />
financial awareness and management at all levels of the <strong>MPS</strong>.<br />
• Develops and supports corporate financial systems.<br />
Procurement Services<br />
• Undertakes effective tendering, negotiating and awarding of all goods/service contracts by<br />
applying a best practice methodology.<br />
• Manages risk through development and delivery of effective procurement strategies and ensures<br />
awareness of and compliance with legal/ethical requirements and best practice whilst ensuring an<br />
adequate audit trail is maintained.<br />
• Provides commercial and procurement advice /assistance to the client units responsible for<br />
managing the outsourced service contracts; develops with the client units, procurement strategies<br />
for the re-tendering of the main outsource contracts.<br />
• Reviews current contracts in consultation with the relevant parties to determine any essential new<br />
requirements to support operational delivery.<br />
• Incorporates “e” enablement of the procurement process where appropriate.<br />
• Actively promotes equality of opportunity to suppliers.<br />
Performance and Communication Unit:<br />
• Within the Directorate drives performance improvement; provides communication services; a coordinated<br />
finance and resource function and a business development function.<br />
