Minsk ateşkes anlaşmasında, “Ukrayna’daki<br />

iç savaşın önlenmesi” hedefine odaklanıldı.<br />

Ancak sahaya bakıldığında, Rusya-Doğu<br />

Ukrayna sınırının büyük kısmı Rus Silahlı<br />

Kuvvetleri’nin kontrolü altında bulunmaya<br />

devam ediyor. Yaklaşık 25 sınır kapısının<br />

sadece 5’i Avrupa Güvenlik ve İşbirliği<br />

Teşkilatı (AGİT) tarafından gözetimde tutulabiliyor.<br />

Geriye kalan 20 kapıdan Rusya<br />

taraftarı asiler istedikleri gibi silah ve<br />

mühimmat yardımı almaya devam ediyorlar.<br />

Ukrayna ile Rusya arasında sınır güvenliği<br />

meselesinin gelecekte de devam edecek ciddi<br />

bir sorun olması kuvvetle muhtemel görünüyor.<br />

Masada varılan ateşkes uzlaşmasının ardından<br />

gözler ateşkesin uygulanması, yani<br />

silahların susması, tarafların geri çekilmesi,<br />

esirlerin karşılıklı iade edilmesi gibi hususların<br />

hayata geçirilmesi için tüm ilgililerin iyi<br />

niyet ve samimiyet göstergesine çevrildi. Bu<br />

anlaşma sonrasında Rus ordusu, Ukrayna<br />

topraklarındaki askerlerini geri çekecek mi?<br />

İkinci seçenek olarak ise, “Ukrayna’da Rus<br />

askeri yoktur, ancak Doğu Ukrayna toprakward<br />

in addition to the economic sanctions<br />

imposed on Russia. Indeed, this lack of<br />

trust and fear is proved to be bilateral by<br />

Russia identifying NATO as the major<br />

threat in its new military security strategy.<br />

By bringing the “arms aid” issue up for discussion<br />

to the Senate, Obama wants to<br />

impose severer economic sanctions on<br />

Russia within the framework of new security<br />

strategy, and the allies should be included<br />

in this wagon.<br />

The sudden fall of oil and gas prices has<br />

caused a setback worth nearly $160 billion<br />

to the Russian economy and Ruble has lost<br />

as much as 40 per cent of its face value<br />

against U.S. Dollar. The EU, so far, has suffered<br />

nearly $21 billion loss due to Russia’s<br />

embargo on food and agricultural goods<br />

while Russia’s loss of $40 billion is increasing<br />

day by day. Obama, on the other hand,<br />

stated that Russia would have to pay a much<br />

deeper price if they insist on their “aggressive<br />

actions” in Ukraine. NATO Secretary<br />

General Jens Stoltenberg stated that NATO<br />

has evidence about Russia’s military existence<br />

in the Eastern part of Ukraine. Besides,<br />

U.S. Ambassador to the UN Samantha<br />

Power said, “Stop arming the separatists.<br />

Stop sending hundreds of heavy weapons<br />

across the borders in addition to your<br />

troops. Stop pretending you are not doing<br />

what you are doing.”<br />

DIFFERING REALITIES FROM THE TABLE TO<br />

THE FRONT<br />

Minsk Ceasefire Agreement has focused on<br />

the “prevention of civil war in Ukraine”. But<br />

in reality, most of the borders between<br />

Russia and Eastern Ukraine are still under<br />

the control of Russian Armed Forces. Only<br />

5 out of 25 border gates are under the watch<br />

of the Organization for Security and<br />

Cooperation in Europe (OSCE). Pro-<br />

Russian rebellious groups continue getting<br />

weapons and ammunition through the<br />

remaining 20 gates. The matter of border<br />

security appears most likely to be a major<br />

problem between Russia and Ukraine in the<br />

future as well.<br />

After the ceasefire agreement made on the<br />

table, now the focus has been shifted to the<br />

sincerity and goodwill of all the parties for<br />

the implementation of the agreement such<br />

as ending armed conflicts, withdrawal of<br />

the troops, and exchange of hostages. Will<br />

the Russian Army withdraw its troops in<br />

Ukraine after the ceasefire? Or will Russia<br />

maintain its approach “There are no<br />
