RESPONSE TO CONSULTATION
Parish Council: OBJECTION – Not in keeping with the street scene; highways issue as
entrance onto A1122 is so close to the mini-roundabout; and identifies incorrect and
misleading information submitted with the application details relating to land contamination.
Highways Authority: NO OBJECTION subject to conditions.
Internal Drainage Board: No response received at the time of writing this report.
Environment Agency: NO OBJECTION
Environmental Health & Housing – Environmental Quality: NO OBJECTION subject to
conditions and informatives.
Norfolk Constabulary: NO OBJECTION
KLWNBC Landscape Officer: NO OBJECTION subject to retention of trees as shown on
submitted plans; and protection of retained trees during construction as per the arboricultural
method statement.
REPRESENTATIONS
ONE letter of objection received raising the following grounds:
• The mini-roundabout is a very busy junction; it would be a mistake to add new
accesses so close to it. Vehicles back up on the A1122 and there is a restricted
sight-line into Hall Road; there have been several collisions at this junction;
• Disturbed to see the loss of mature trees which should be protected; and
• There has been a lot of development in Outwell and Upwell in recent years and must
be putting a strain on services, particularly the Upwell Medical Centre. There are a
number of new/nearly new houses for sale in the two villages; surely there is no need
for more.
NATIONAL GUIDANCE
PPS1 - “Delivering Sustainable Development” (2005) sets out overarching policies on the
delivery of sustainable development through the operation of the planning system and
contains advice on design considerations.
PPS3 – Housing (2006) sets out the national planning policy framework for delivering the
Government’s housing objectives.
PPG13 - “Transport” (2001) aims to integrate planning and transport, promote sustainable
forms of development, improve accessibility by public transport, walking and cycling, and
reduce the need to travel, especially by car.
PPS23 - “Planning and Pollution Control” (2004) contains guidance on the consideration of
land, air and water quality issues, the pollution control regime, and the development of
contaminated land.
PPS25 - “Development and Flood Risk” (2006) provides advice on land-use planning and
flooding considerations.
