PPS3 – Housing (2006) sets out the national planning policy framework for delivering the Government’s housing objectives. PPG13 - “Transport” (2001) aims to integrate planning and transport, promote sustainable forms of development, improve accessibility by public transport, walking and cycling, and reduce the need to travel, especially by car. PPS25 - “Development and Flood Risk” (2006) provides advice on land-use planning and flooding considerations. EAST OF ENGLAND PLAN Policy SS1: Achieving Sustainable Development - The strategy seeks to bring about sustainable development by applying the guiding principles of the UK Sustainable Development Strategy 2005, the elements contributing to the creation of sustainable communities described in Sustainable Communities: Homes for All: Policy SS2: Overall Spatial Strategy - The spatial strategy directs most strategically significant growth to the region’s major urban areas. Policy SS4: Towns other than Key Centres and Rural Areas - Local Development Documents should define the approach to development in towns other than those listed in Policy SS3 and in rural areas. Policy ENV7: Quality in the Built Environment - Local Development Documents should require new development to be of high quality which complements the distinctive character and best qualities of the local area and promotes urban renaissance and regeneration. Policy H2: Affordable Housing - Identifies targets for setting the amount of affordable housing within housing requirements of Policy H1 for Development Plan Documents. Sets an overall regional target of 35% of affordable housing being provided through planning permissions. The King’s Lynn and West Norfolk Local Plan (1998) contains the following saved policies that are relevant to the proposal: 4/21 - indicates that in built-up areas of towns or villages identified on the Proposals Map as Built Environment Type C or D development will be permitted where it is in character with the locality. OTHER GUIDANCE Downham Market: By Design. PLANNING CONSIDERATIONS Members will recall a previous application for development of this site which was refused at the DC Board on 1st December 2008. The reasons for refusal were: 1. The proposed development would result in the loss of parking facilities that serve the existing dwellings in the vicinity, therefore potentially causing an increase in on-street parking to the detriment of both visual amenity and highway safety. 2. The design and layout of the development proposed fails to take the opportunities available for improving the character and quality of the locality and adversely affects the form and character of the area. The proposal fails to accord with the guidance contained in Planning Policy Statement 1 and Planning Policy Statement 3. The scheme has been reviewed and amended and seeks to address those concerns and these issues will be expanded upon within this report. The issues to be addressed in this instance are:- • Principle of the development • Housing need • Design and layout • Highways issues • Impact on residential amenities • Crime and disorder • Other material considerations Principle of development This area of land lies within the defined area of the town in a Built Environment Type D as shown on the Local Plan inset map for Downham Market. The eastern half of the site lies within the Downham North East allocation for estate development. The adjoining land has progressively been developed – Rosemary Way to the north and Basil Drive to the east. It is therefore surrounded by residential development and the proposal is acceptable in land use terms. On the master plan related to the previous outline application for the Downham NE development this parcel of land was indicated as taking affordable housing, the principle of residential development on the site has therefore been previously established. 09/00558/FM Development Control Board 6 th July 2009
