1 Introduction<br />
Sida has commissioned an evaluation <strong>of</strong> <strong>the</strong> <strong>Maghreb</strong> <strong>Regional</strong> <strong>Training</strong> <strong>Programme</strong>,<br />
“Development <strong>of</strong> Public Employment Services in Algeria, Morocco and Tunisia. The<br />
purpose <strong>of</strong> <strong>the</strong> evaluation is to provide Sida, Arbetsförmedlingen (The Swedish Employment<br />
Service) and <strong>the</strong> partner organisations in <strong>the</strong> <strong>Maghreb</strong> region with information<br />
and knowledge regarding <strong>the</strong> outcome and effects <strong>of</strong> <strong>the</strong> project, both in terms <strong>of</strong><br />
<strong>the</strong> regional training programme approach and concerning <strong>the</strong> country-specific follow<br />
up interventions.<br />
The <strong>Maghreb</strong> <strong>Regional</strong> <strong>Training</strong> <strong>Programme</strong> was elaborated during 2008 after a<br />
series <strong>of</strong> consultations with partner organisations in <strong>the</strong> beneficiary countries. Project<br />
implementation started in early 2009. Partners in <strong>the</strong> cooperation were:<br />

<strong>the</strong> National Employment Agency (ANEM) in Algeria,<br />
<strong>the</strong> National Skills and Job Promotion Agency (ANAPEC) in Morocco,<br />
<strong>the</strong> National Agency for Employment and Independent Work (ANETI) in Tunisia,<br />
and<br />
Arbetsförmedlingen.<br />
Representatives <strong>of</strong> Pôle-Emploi, <strong>the</strong> French public employment service, <strong>the</strong> ILO<br />
and o<strong>the</strong>r international resource persons have also participated in <strong>the</strong> training events<br />
organised by <strong>the</strong> project.<br />
The project was organised as a regional and international training programme<br />
complemented by tailored national follow-up activities to support <strong>the</strong> institutional<br />
capacity development at <strong>the</strong> national level. Sida’s contribution to <strong>the</strong> cooperation was<br />
SEK 6 300 000.<br />
The project’s specific objective (or project purpose) was “to increase <strong>the</strong> institutional<br />
capacity <strong>of</strong> <strong>the</strong> three agencies participating in <strong>the</strong> regional competence development<br />
programme to provide assistance to selected target groups, i.e. young, highly<br />
educated persons as well as members <strong>of</strong> vulnerable groups in <strong>the</strong> labour market<br />
(women, handicapped and long-term unemployed)”.<br />
The specific objective was expected to be achieved through five outcomes/outputs<br />
that <strong>the</strong> project intended to produce. These were:<br />

Methods and procedures for collection and analysis <strong>of</strong> labour market information<br />
introduced and adapted to <strong>the</strong> national requirements.<br />
Systems for labour market intermediation through web-based employment<br />
services fur<strong>the</strong>r developed, tested and approved.<br />
Measures (programmes and instruments) reviewed, adapted and tested concerning<br />
employment <strong>of</strong> individuals and vulnerable groups.<br />
Increased level <strong>of</strong> cooperation at national level within each country among<br />
stakeholders in <strong>the</strong> employment sector.<br />
Mechanisms and instruments fur<strong>the</strong>r developed for promotion <strong>of</strong> selfemployment<br />
within <strong>the</strong> target group.<br />
