ject. Some PES-T <strong>of</strong>fices now have a specific unit which provides services to disabled<br />
persons. The Ministry in a joint seminar with ANETI has discussed <strong>the</strong> way<br />
forward and more individual support to disabled persons is planned. The Ministry<br />
itself made 500.000 Tunisian Dinar 5 available to support <strong>the</strong> integration <strong>of</strong> disabled<br />
persons in its organisation and it hired 12 persons, including making public facilities<br />
available to this group. The Ministry claims that most public service institutions have<br />
hired disabled beyond <strong>the</strong> existing ratio but that <strong>the</strong> private sector still lags behind.<br />
Companies that are not in a position to create a job for a disabled person can support<br />
specific programs such as a self-employment project for severely disabled persons<br />
who produce small items to sell.<br />
The government <strong>of</strong> Tunisia was also suddenly confronted with <strong>the</strong> release <strong>of</strong> a<br />
significant number <strong>of</strong> prisoners after amnesty was granted and <strong>the</strong>y considered this<br />
group to need special assistance since <strong>the</strong>y had been out <strong>of</strong> <strong>the</strong> labour market for a<br />
considerable time. The Ministry and PES created a support programme for this group<br />
which appears successful and shows <strong>the</strong> anticipation <strong>of</strong> <strong>the</strong> organisations to plan and<br />
conduct special activities for job seekers with special needs.<br />
Tunisia has an immersion programme <strong>of</strong> 21 days for job-seekers, including longterm<br />
unemployed who wish to start <strong>the</strong>ir own business and this programme appears to<br />
be successful. In addition to <strong>the</strong> programme, participants can access credit (Banque de<br />
Solidarité) once <strong>the</strong> programme is completed. The credit is provided based on <strong>the</strong><br />
qualifications <strong>of</strong> <strong>the</strong> candidate. This programme, however, was not supported by AF.<br />
Morocco<br />
While concentrating on web-based distance services and prospects on <strong>the</strong> labour market,<br />
it appears that ANAPEC has partly neglected this aspect <strong>of</strong> <strong>the</strong> regional project. It<br />
has, however, tried facilitating access to training activities and employment for youth.<br />
For example, local employment <strong>of</strong>fices advertise training activities and job vacancies<br />
for youth but this is part <strong>of</strong> ANAPEC’s mandate and also a result <strong>of</strong> o<strong>the</strong>r cooperation<br />
programmes with donors and it is not a result <strong>of</strong> this specific programme.<br />
Algeria<br />
The same can be said about ANEM. Apart from <strong>the</strong> regional seminar on vulnerable<br />
groups organised in March 2010, ANEM has mainly focused its efforts on <strong>the</strong> two<br />
o<strong>the</strong>r components in <strong>the</strong> programme which also represents <strong>the</strong>ir institutional development<br />
priorities.<br />
3.4 MONITORING AND EVALU ATION<br />
Monitoring from AF perspective has been conducted through interim reporting on<br />
a six months basis and a final report has been produced at <strong>the</strong> end <strong>of</strong> <strong>the</strong> project. The<br />
reporting is activity based and provides adequate information on progress but report-<br />
